Environmental & Regulatory Technician II

Compensation $33.60/hr Location Carlsbad, NM Schedule 8/6 Target Start Date ASAP Submittal Tentative End Date One year from start date Scope The Environmental & Regulatory Technician II serves as the primary point of contact for environmental and regulatory matters and supports the coordination and oversight of environmental and regulatory programs throughout engineering, procurement, construction, and commissioning activities.

Primary Responsibilities

  • Coordinate with environmental, socioeconomic, and health consultants and the Project Team to oversee the preparation of the project's Environmental, Social and Health Impact Assessment (ESHIA) and Environmental Management Plan (EMP).
  • Develop, coordinate functional endorsement of, and implement the project's Regulatory Compliance Plan and Environmental Management Plan, including preliminary versions.
  • Assist the project's Safety, Health and Environmental Manager with Environmental and Regulatory activities.
  • Identify and implement appropriate environmental, socioeconomic, and health practices and applicable company lessons learned.
  • Provide input to the Environmental Business Planning process.
  • Obtain required project permits, licenses, and approvals in a timely manner.
  • Track and steward the project approval process and regulatory compliance status.
  • Interface with project design and execution teams to ensure environmental, socioeconomic, and health requirements are incorporated into project designs and implementation plans.
  • Provide environmental, socioeconomic, and health input for EPC contractor Invitation to Tender packages and coordination procedures.
  • Provide cost and schedule input related to regulatory approvals, compliance activities, the ESHIA, EMP, Health Plan, and other Environmental and Regulatory deliverables.
  • Recommend appropriate environmental, socioeconomic, and health impact-avoidance and mitigation measures and oversee their implementation.
  • Work with EPC contractors to develop acceptable Environmental Management, Waste Management, Spill Response, Socioeconomic Action, and Health plans.
  • Review EPC contractor Environmental and Regulatory plans and deliverables for completeness and compliance with project requirements.
  • Provide regulatory compliance and Environmental and Regulatory performance guidance to the Project Team and EPC contractors.
  • Develop and implement effective EMP and Environmental and Regulatory performance-monitoring procedures.
  • Coordinate performance-monitoring activities with site construction managers and supervisors.
  • Assist the Project Team and EPC contractors with EMP implementation and Environmental and Regulatory performance.
  • Conduct routine inspections and assessments of EPC contractor worksites.
  • Investigate, document, and report Environmental and Regulatory compliance initiatives and noncompliance situations.
  • Ensure timely completion and submission of performance-monitoring forms, reports, and supporting documentation.
  • Prepare internal project stewardship reports and external reports required by government agencies or lenders.
  • Coordinate environmental, socioeconomic, and health technical experts performing specialized project work.
  • Support special studies, reports, and assignments related to Environmental and Regulatory topics and compliance requirements.
  • Oversee communications and information flow between field locations and the Project SHE Manager.
  • Coordinate and participate in workforce and Project Team training and awareness sessions related to EMP implementation and Environmental and Regulatory performance.
  • Provide contractor management and maintain effective coordination and communication among project stakeholders.

Skills and Qualifications

  • Previous experience in a closely related environmental or regulatory position.
  • University degree in Natural Sciences, Environmental Sciences, Natural Resource Management, Social Sciences, Engineering, or another technical field related to Environmental and Regulatory management.
  • Environmental, socioeconomic, or health experience, preferably supporting construction or extractive-industry projects.
  • Knowledge of external project financing is desirable.
  • Knowledge of applicable regulations is desirable.
  • Excellent English verbal and written communication skills.
  • Strong interpersonal, organizational, and coordination skills.
  • Some supervisory capability and demonstrated ability to work effectively in a team environment.
  • Strong contractor-management skills.
  • Computer proficiency.
