Be part of the nation’s only repository for the disposal of nuclear waste known as Transuranic (TRU) waste.
Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as an Emergency Preparedness Specialist and join our team located in Carlsbad, New Mexico.
ResponsibilitiesThis position will report to the Emergency Management (EM) Manager and will be responsible for developing, implementing, and coordinating multiple aspects of emergency preparedness and response activities.
Key responsibilities include:
- Maintain the operational readiness of the WIPP Emergency Operations Center (EOC) and Emergency Response Organization (ERO) equipment and resources including the Joint Information Center (JIC) and other integrated participants.
- Serve as an active member of the WIPP EOC during activations. This requires willingness to serve in on-call capacity.
- Interface with off-site response authorities and organizations and other stakeholders.
- Develop and maintain EM plans, procedures, and policies to comply with DOE Orders, Code of Federal Regulations (CFR), and internal WIPP requirements for protection of WIPP employees and facilities.
- Develop, maintain, and facilitate EM training as an EM Subject Matter Instructor.
- Assist in the development, coordination, and conduct of EM drills, workshops, and annual exercises, including the preparation of associated drill and after-action reports.
- Assist in the performance, coordination, and documentation of scheduled Management Self-Assessments on the EM program.
- Assist in the development of Corrective Action Plans for issues identified in internal and external assessments and annual site exercises.
- Assist with WIPP Continuity of Operations Program implementation and training.
- Assist the Mine Rescue Team Coordinator in the development of training.
- Promote personal safety and the safety of coworkers.
- Identify and propose improvements and innovations to EM program capabilities.
- Other duties as assigned by EM manager.

- Bachelor’s degree with six (6) years of relevant experience, or
- Associate’s degree with ten (10) years of relevant experience, or
- High School Diploma or Equivalency with fourteen (14) years of relevant experience is required.
- Must be 18 years of age.
- Must be authorized to work and remain in the United States without SIMCO visa sponsorship now or in the future.
- Must be able to obtain a Department of Energy badge for access to the WIPP Site (even if teleworking, must still be able to comply with security requirements to obtain a badge).
- Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns—including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries –are subject to additional security requirements that limit site access.
Hands-on experience in the field of emergency management and preparedness responding to natural or man-made disasters, industrial accidents, and other emergencies. Examples include planning and conducting community or workplace exercises and drills, law enforcement or military response to threats, emergency medical services, firefighting, mine rescue, and emergency planning with federal, state, or local governments to safeguard public welfare.
Preferred Requirements- Experience in a regulated environment such as DOE, NRC, or military is preferred.
- Previous WIPP site experience is a plus.
- Familiarity with DOE Order 151.1, Comprehensive Emergency Management System.
