** _Regulatory Reporting and Implementation Verification Review (IVR) Programs Coordinator (Contractor Assurance Specialist/Staff Specialist)_

** Responsibilities*
* As the Regulatory Reporting and IVR Programs Coordinator, the successful candidate will fill a key role in the Contractor Assurance Department, a dynamic and agile team of approximately 20 professionals who enable success of the WIPP mission by assisting line organizations in preventing, detecting, and correcting undesirable outcomes in work execution though application of forward leaning processes that define the Contractor Assurance System (CAS) and Regulatory Assurance Program.

The Contractor Assurance Department includes three teams: CAS Integration, CAS Operations, and Regulatory Assurance. The successful candidate will join the Regulatory Assurance team reporting to the Regulatory Assurance Manager. The Regulatory Assurance team is responsible for regulatory compliance, enforcement, and external oversight coordination through implementation of processes guiding:

+ Management of Department of Energy (DOE) Directives listed in the M&O contract

+ Price-Anderson Amendments Act (PAAA) Noncompliance Tracking System (NTS) reporting

+ Occurrence Reporting and Processing System (ORPS) reporting

+ Coordination of external oversight activities by DOE Office of Enterprise Assessments and Defense Nuclear Facilities Safety Board entities

+ Safety Basis IVRs

+ Coordination of 10 CFR 851 enforcement activities

+ Program assessments

Specifically, the Regulatory Reporting and IVR Programs Coordinator is responsible for:

+ ORPS coordination - Assisting the Nuclear Facility Operations Department in identifying, categorizing, and reporting operational events and conditions using the ORPS in accordance with DOE Order 232.2. The coordinator ensures timely notification and reporting to DOE, including development and tracking of corrective actions to closure.

+ Enforcement coordination - Facilitating the identification, screening, and reporting of potential nuclear and radiological safety non-compliances under the PAAA utilizing the NTS. This role collaborates with facility management to draft and track corrective actions and serves as the primary liaison with the DOE Office of Enforcement for nuclear safety, quality assurance, and worker safety issues.

+ IVR coordination - Coordinating and leading independent IVRs to confirm that new or revised safety basis controls and Technical Safety Requirements are fully integrated into facility procedures, physical systems, and training. The coordinator develops formal IVR plans and checklists to verify that operations can safely proceed under the updated safety basis, and reports the results.

The Regulatory Reporting and IVR Programs Coordinator applies organizational and analytical skills to implement their responsibilities by:

+ Providing process workflow subject matter expertise

+ Interfacing with senior management and line organization representatives

+ Tracking and reporting status

+ Providing feedback and coaching to users of Regulatory Assurance processes

+ Monitoring and analyzing program performance

+ Identifying and implementing improvement actions

+ Developing and maintaining procedures

+ Developing and delivering training

+ Utilizing supporting software toolsets

As experience and proficiency grows, the coordinator may be assigned additional responsibilities in one or more of the following areas: qualify as an incident investigator; qualify as a cause analyst; perform as a backup coordinator for other Regulatory Assurance processes.
