Position: Procurement Lead ($210,000+)

Role

Summary:

The Procurement Lead is an experienced role responsible for guiding state government clients and internal engagement teams through the entire lifecycle of developing complex IT competitive procurements (RFP, RFI, etc.). This role will oversee a team of 2-4 individuals and collaborate seamlessly across multiple engagement work streams. You will lead the scoping, drafting, and finalization of Requests for Proposals (RFPs) that align with client strategic goals, state/federal regulations, and industry best practices.

This position requires a blend of procurement knowledge, strategic project management, and client relationship skills to help ensure the client’s compliant selection of vendors for critical technology and services.

Key Responsibilities:
  • Strategic Procurement Leadership:

    Facilitate the end-to-end procurement process, from scoping through RFP development, vendor question management, and support of contract execution. Serve as a subject matter professional on procurement strategy for the client and the engagement team.
  • Team Leadership &

    Cross-Functional Collaboration:

    Manage and mentor a focused RFP development team of 2-4 professionals. Establish a clear sense of purpose, manage assignments, and coordinate closely with other engagement work streams to ensure alignment and cohesive delivery. Foster a collaborative environment and a culture of ethical, responsible decision-making.
  • Executive Client Management:

    As a strategic advisor, build and nurture trusted relationships with client executives and key stakeholders. Design and facilitate workshops, adapt communication styles to build consensus, and navigate complex organizational dynamics to maintain project momentum and achieve desired outcomes.
  • Project Management Excellence:

    Employ advanced project management methodologies to plan and execute RFP development projects. Proactively identify and mitigate risks, manage project schedules and milestones, and ensure all deliverables meet the highest quality standards. Deliver clear, impactful reports and analyses on project progress, challenges, and strategic opportunities for improvement.
  • Drive Project Success Metrics:

    Ensure outcomes meet target success criteria, specifically focusing on strict adherence to procurement process compliance, exceptional work product quality, high client satisfaction, and on‑time delivery according to project schedules.
  • As a condition of receiving an offer, candidates are required to review a list of potential respondents (IT vendors) to ensure that no conflicts of interest exist.
Qualifications:
  • Experience:

    Minimum of 8+ years of proven project management experience is required.
  • Industry Expertise:

    Experience with public sector IT competitive procurement development is required. Experience with Health and Human Services (HHS) competitive procurements is strongly preferred.
  • Education:

    Bachelor’s degree from an accredited college/university; PMP or other relevant professional certification is preferred.
  • Project Management:

    Exceptional project management skills with a track record of managing multiple competing priorities in a fast‑paced, deadline-driven environment.
  • Communication:

    Superb communication and facilitation skills, with demonstrated confidence in presenting to and advising executive-level stakeholders.
  • Technical Proficiency:

    Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Analytical Ability:

    Strong analytical and critical thinking skills, with an unwavering attention to detail and a commitment to quality.
