The Town supports professional certification and development. Employees who achieve full certification in all four (4) required trade areas (Building, Electrical, Mechanical, and Plumbing) for their assigned level (I, II, or III) may be eligible for a salary adjustment of up to 10%. Any salary adjustment will be administered in accordance with Town policies and procedures and is subject to required approvals and budget availability.

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires standing, speaking or hearing and using hands for fine motor tasks such as handling or feeling objects; frequently requires walking and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and tasting or smelling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision;

vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to the risk of electrical shock and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather);

work is generally in a moderately noisy location (e.g. business office, light traffic).

  • Performing building, electrical, mechanical or plumbing inspections; reviewing plans; maintaining appropriate records and files; preparing reports.
  • Reviews and makes detailed checks of plans and specifications and permit applications and inspects structures in the process of construction, alteration or repair for compliance with building, electrical, plumbing and mechanical code requirements and for application of safe construction practices;
  • Advises of necessary corrective action;
  • Checks quality of materials and methods of construction;
  • Makes inspections of existing structures for hazardous conditions and structural failures;
  • Assists and advises contractors on regulations;
  • Approves final inspection certificates;
  • Issues warnings and stop-work orders for non-complying projects;
  • Cross trains in other inspection fields and makes inspections when necessary;
  • Answers questions from private citizens, contractors and builders regarding enforcement and/or future changes to the codes and ordinances;
  • Makes reports and keeps records regarding inspections; enters data into database;
  • Performs related tasks as required.

Any combination of education and experience equivalent to graduation from high school and some experience in the building construction trade.

Special Requirements

Possession of electrical, building, mechanical and plumbing Level I certification or ability to obtain Level I certifications within two years of hire. Additional certificates will be considered. General Contractor License preferred. Valid driver's license in the State of North Carolina.

Code Enforcement Officer Level II requires additional experience and Level II certifications in plumbing, electrical, mechanical, and building.

General knowledge of all types of construction materials and methods and of stages of construction when possible violations and defects may be most easily observed and corrected; general knowledge of State building, electrical, mechanical and plumbing codes and related laws and ordinances; ability to detect poor workmanship, inferior materials and hazards of fire and collapse; ability to read and interpret plans, specifications and blueprints accurately and to compare them with construction in process;

ability to contact building owners, contractors and the public and effect satisfactory working relationships; firmness and tact in enforcing building codes.
