General Definition and Conditions of Work
Under general supervision, this position performs specialized plan review of residential, commercial and other types of occupancy/use classifications. The position will also provide support for the administration of the minimum housing code and field inspection of construction projects for the installation of new, existing, and remodeled structures. Work may be performed in the following areas of trade certification: plans examination, building, plumbing, mechanical, electrical and structural to determine compliance with the current codes and standards adopted by the State and Town.
Physical Requirements and Work Environment- Employee is regularly required to sit, stand, walk, reach with hands and arms, and use hands and fingers to handle or operate objects, tools, or controls.
- Duties may also require stooping, kneeling, crouching, crawling, climbing stairs or ladders, and maintaining balance.
- Must be able to talk and hear effectively, both in person and over the phone, and must be capable of operating a vehicle.
- Vision requirements include consistent near and far visual acuity, depth perception, peripheral vision, and the ability to adjust focus to allow a broad field of vision.
- Employee may be required to lift, carry, push, or pull up to 50 pounds frequently and more than 75 pounds occasionally.
- Physical presence onsite is required; work is primarily performed in varied indoor and outdoor locations and may involve exposure to outdoor weather conditions, fumes, odors, dust, or hazardous materials.
- Review building construction plans, drawings, calculations, and specifications for compliance with adopted building, mechanical, electrical, plumbing, structural, energy, and fire/life safety codes.
- Identify plan deficiencies and prepare written correction notices; confer with contractors, developers, architects, engineers, and the public to resolve code compliance issues.
- Coordinate with field inspection staff to ensure approved plans are interpreted consistently during construction; may perform limited site inspections to verify compliance.
- Review proposed occupancy classifications and safety features of structures.
- Assist in the issuance of building permits and calculate applicable review or permit fees.
- Maintain complete and accurate records of plan reviews, correspondence, logs, and reports.
- Assist in the administration of the minimum housing standards including responses to complaints/violations, plan review and related inspections. Coordinate with other departments and divisions as necessary.
- Provide customer service to design professionals, contractors, developers, and the public regarding building codes, plan submittal requirements and permitting processes.
- Keep current with code updates and attend training, certification, or professional development classes.
- Participate in pre-application meetings, pre-construction meetings and project coordination as assigned.
- Perform other related duties as required.
- High school diploma or GED equivalent.
- Possession of or ability to readily obtain a valid Driver’s License issued by the State of North Carolina; safe driving record and a minimum of two years of driving history.
- Education, training, or experience as an architect, draftsman/drafter, engineer, or similar designer may be substituted for certain requirements.
- Minimum of two years of construction experience, or one year of building inspection or residential plan review experience.
- ICC Residential Plans Examiner certification, or ability to obtain within one year of hire.
- Additional ICC certification in Building, Plumbing, Mechanical, or Electrical preferred.
- Knowledge of the State energy conservation code preferred.
- Minimum of three years of construction experience, or three years of building inspection experience, or two years of residential or commercial plan review experience.
- Employee of the Town of Carrboro for at least one year.
- ICC Residential and Commercial Plans Examiner certifications required.
- Additional ICC certification in one or more code disciplines required.
- Knowledge of the North Carolina Energy Conservation Code required.
- Minimum of four years of construction experience, or four years of building inspection experience, or three years of residential or commercial plan review experience.
- Employee of the Town of Carrboro for at least two years.
- ICC Residential and Commercial Plans Examiner certifications required.
- Two or more additional ICC certifications required.
- Demonstrated ability to review complex projects, provide technical guidance, and assist with training or mentoring staff.
- Knowledge of electrical, mechanical, plumbing, and structural codes.
- Knowledge of municipal building codes and enforcement.
