Performs complex planning, project management, and administrative work with a focus on transportation. Effectively manages multiple assignments and job duties, prioritizes workload, and exercises initiative while working with limited supervision. The primary duties of this position include transportation planning; project and program management; technical research and analysis; review of development applications, including traffic assessments; support for boards and commissions; preparation and presentation of agenda materials and public presentations;
administration of the residential traffic management program and traffic counting activities; bicycle transportation planning; and related work as assigned. Work is performed under the supervision of the Planning and Transportation Administrator. This position provides opportunities for growth and advancement based on performance, professional development, and contributions to the department.
This work requires the occasional exertion of up to 25 pounds of force; work occasionally requires standing, speaking or hearing and using hands to finger, handle or feel, frequently requires walking and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, occasionally requires reaching with hands and arms and tasting or smelling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision;
vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to the risk of electrical shock and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather);
work is generally in a moderately noisy location (e.g. business office, light traffic).

Essential Functions- Prepares transportation plans, reports and elements as part of the long‑range planning process.
- Participates in transportation programs, capital projects, and related mobility activities, including project management where assigned.
- Serves as staff support to the Town’s advisory board(s) related to transportation, including Safe Routes to Schools.
- Prepares and presents agenda materials for Town Council meetings.
- Serves as staff liaison to government partners such as the Triangle West Transportation Planning Organization.
- Administers the Residential Traffic Management Plan.
- Manages the design process for certain bicycle and pedestrian transportation infrastructure projects.
- Prepares applications for bike/ped programs such as American League of Bicycles-Bicycle Friendly Communities, grant funding and related programs.
- Participates in the greenways planning process.
- Represents the Town as technical liaison to Transit Committees affiliated with local and regional transit providers.
- Responds to transportation issues, inquiries and concerns, including coordination with Town departments and government partners.
- Reviews proposals for new development projects, including rezoning, site plan and plat applications. Comments upon transportation issues, mobility options and trip generation/traffic assessments as appropriate.
