GIS ANALYST 2

GIS Analysts are responsible for designing, implementing, supporting and administering all aspects of a department’s and/or division’s enterprise geographic information system. The GIS Analyst II is a critical member of the Nevada Office of Emergency Management (OEM), responsible for supporting the agency’s mission through advanced geospatial analysis, mapping, and data management. This position ensures that geospatial information is accurate, secure, and readily available to support planning, response, and recovery operations at the state and local levels.

The incumbent provides technical expertise to OEM staff, local jurisdiction emergency managers, and partner agencies by designing, implementing, and maintaining GIS databases, systems, and applications. The GIS Analyst II demonstrates proficiency in compiling, manipulating, and analyzing geospatial data in support of statewide emergency management activities. The incumbent ensures data integrity and consistency through rigorous accuracy checks, achieving a minimum accuracy rate of 90 percent, and is expected to exceed standards by reaching a 95 percent accuracy rate with zero incidents of data loss.

The position also evaluates new GIS technologies, integrating innovations into OEM operations to improve efficiency, with a goal of implementing at least two new tools or processes each year that achieve measurable improvements of 15 percent or more. This position is instrumental in supporting training, collaboration, and outreach efforts. The GIS Analyst II conducts a minimum of two WebEOC or GIS-related training sessions annually, with the expectation of exceeding standards by delivering three or more courses that receive outstanding participant feedback.

The incumbent also provides GIS support during meetings, conferences, and emergency operations, ensuring that data products and mapping tools are available, accurate, and actionable. In emergency operations, the GIS Analyst II provides rapid response mapping and situational awareness products for decision-makers at the state and local levels. This includes creating incident maps, analyzing geospatial trends, and maintaining data layers that support statewide situational awareness and operational planning.

The position works closely with OEM staff and emergency managers across Nevada, ensuring seamless data sharing and collaboration. Strong work habits and professional relationships are essential for success in this role. The incumbent is expected to demonstrate a high level of productivity, resolve problems with minimal supervision, and perform regular self‑assessments to identify opportunities for improvement. Building collaborative, professional relationships with OEM staff, local emergency managers, and partner agencies is a core requirement, with emphasis placed on communication, teamwork, and the ability to incorporate diverse perspectives.

The GIS Analyst II must also demonstrate initiative and independence by identifying trends, gaps, and potential issues in GIS operations, recommending improvements to supervisors, and taking action to support and encourage coworkers. The incumbent is accountable for meeting deadlines and work commitments, often completing projects ahead of schedule while maintaining high standards of accuracy and professionalism. Finally, the GIS Analyst II is expected to demonstrate sound judgment and analytical ability when evaluating complex situations.

The position requires tact and diplomacy when addressing politically sensitive issues and the ability to act decisively in high‑pressure environments. The incumbent must be able to work independently, make timely decisions based on facts, and elevate concerns when appropriate to OEM leadership. This position requires advanced technical expertise in GIS, strong problem-solving skills, and the ability to work effectively in both routine and emergency situations.

The incumbent must be able to travel as needed and be available during emergencies to ensure that Nevada’s geospatial resources provide critical support to OEM’s mission of protecting lives, property, and the environment.
