Business Analyst
The Nevada Secretary of State is seeking a Business Analyst who is energized by solving complex problems, improving how work gets done, and helping people navigate change. This is not a documentation-focused role. We are looking for someone who can independently identify issues, engage stakeholders, facilitate decisions, and move work forward. The successful candidate will serve as a key partner in the modernization of Nevada's Voter Registration and Election Management System (VREMS).
What You Will Do:
- Lead discussions that uncover root causes, business needs, risks, and opportunities.
- Partner with state and county election officials to understand challenges and develop practical solutions.
- Drive requirements, decisions, and action items to completion.
- Identify gaps in processes and recommend improvements.
- Facilitate workshops, working sessions, and stakeholder meetings.
- Translate operational needs into system requirements and user stories.
- Support testing, issue resolution, and deployment activities.
- Provide clear recommendations backed by analysis and stakeholder input.
- Help project teams navigate ambiguity and make informed decisions.

Minimum Qualifications:
- Five or more years of business analysis, process improvement, program support, or related experience.
- Experience facilitating stakeholders, gathering requirements, and supporting technology implementations.
- Experience developing user stories, use cases, business process models, workflow diagrams, and requirements traceability matrices.
- Experience supporting enterprise-wide modernization or digital transformation initiatives.
- Knowledge of election administration processes, voter registration processes, election security concepts, or election-related regulatory requirements.

They are comfortable operating in ambiguous environments, asking challenging questions, building consensus among stakeholders with competing priorities, and turning complex business needs into practical solutions. They are equally comfortable speaking with executive leadership, county election officials, technical teams, and vendors.
