Job Summary

The State Public Works Division (SPWD) is seeking a licensed architect to lead and manage a diverse portfolio of capital improvement construction projects across Nevada. This position serves within the Department of Administration in Carson City and plays a critical role in advancing the State’s infrastructure and built environment.

Essential Qualifications Minimum Qualifications
  • Licensure as a professional architect is required at the time of appointment and as a condition of continuing employment. Individuals licensed in another jurisdiction must obtain Nevada licensure within 12 months of appointment.
  • Three years of professional architectural experience that includes the design and/or management of major construction projects and capital improvement programs involving public buildings, office complexes, or similar structures.
Preferred Qualifications
  • Experience working with regulatory agencies, project stakeholders, and multidisciplinary project teams
  • Experience preparing and reviewing architectural plans, specifications, cost estimates, and contract documents for public works projects.
  • Experience managing construction contracts, project budgets, project schedules, and technical documentation.

Job Duties Project Planning and Design
  • Manage all phases of capital improvement and construction projects, from initial planning through completion.
  • Develop project scopes, budgets, schedules, and technical criteria.
  • Review and approve consultant-prepared architectural plans, specifications, cost estimates, and contract documents to ensure compliance with applicable codes, standards, and project requirements.
  • Provide limited architectural design services for assigned in-house projects when necessary.
Contract and Procurement Administration
  • Negotiate, prepare, and administer contracts for architectural and engineering (A/E) consultants.
  • Coordinate project documents and submissions with regulatory and administrative agencies to ensure compliance with applicable codes, standards, and permitting requirements.
  • Manage bidding activities, prepare bid packages, coordinate bid advertisements, and facilitate bid openings and award recommendations.
  • Prepare and administer construction contracts in accordance with NRS 338 requirements, including procurement coordination, contract terms, and contractor performance obligations.
Construction Oversight and Fiscal Management
  • Oversee construction contract administration, including review and approval of change orders, progress payments, and fiscal documentation.
  • Monitor project expenditures and maintain project budgets throughout all phases of project delivery.
  • Conduct project site visits, inspections, and evaluations to assess construction quality, compliance, and progress.
Stakeholder Coordination and Communication
  • Collaborate with contractors, consultants, regulatory officials, and agency representatives to resolve design and construction issues.
  • Prepare reports, correspondence, project updates, and technical documentation for SPWD leadership and project stakeholders.
  • Represent SPWD in project meetings, design reviews, coordination sessions, and stakeholder discussions.
Documentation and Compliance
  • Maintain accurate project records, files, and documentation in accordance with State policies, procedures, and audit requirements.
  • Ensure all project activities comply with applicable State laws, building codes, accessibility standards, and administrative requirements.
Other Duties
  • Perform related duties as assigned in support of SPWD’s mission to provide well-planned, efficient, and safe facilities for Nevada’s state agencies.
