Position: TRAINING OFFICER 2

The Department of Administration Division of Human Resource Management (DHRM) is seeking a Training Officer 2 in Carson City. Under the general supervision of the Employee Development Manager, the incumbent will provide the day-to-day oversight and program delivery for the State’s primary leadership development program: the Certified Manager Program (CPM) as well as delivery of the unit's other programming:
Management Academy, Supervisory Skills, Ladders to Leadership and Workplace Wellness. The incumbent will execute on established policies and procedures tied to the CPM program participant (aka “student”) deliverables, monitor program operations, prepare updates and evaluation reports, and teach assigned coursework. The incumbent may also develop new curriculum as assigned for both CPM and other programs and be responsible for class delivery of CPM and those offerings.

Specifically, the incumbent will implement administrative policies and procedures and coordinate program operations - including the production and coordination of classroom materials, and maintain program records and reports. The incumbent is also responsible for the grading of program homework and assignments. The incumbent will also coordinate the activities of external instructors and project evaluators and provide routine communications with program participants.

The incumbent will also work with the Employee Development Manager to coordinate program enrollment communications to ensure a sufficient pool of qualified applicants. Additional duties may include new curriculum development for OED classes, utilization of NEOGOV - the State's Learning Management System, and ad hoc program delivery of special classes requested by agency partners.

Employee Development Managers and Training Officers analyze, design, develop, implement, evaluate, manage and coordinate training and development for a department, division or a geographic region of a department's statewide training function and supervise and/or conduct sessions for vocation and/or skills training in specific occupational areas and general management development.

Bachelor's degree from an accredited college or university in organizational behavior, education, communications, business or public administration or a related field and three years of professional experience in the adult and/or employee training and development process including conducting training needs assessments; planning and developing curriculum; and coordinating and conducting formal training; OR graduation from high school or equivalent education and five years of professional experience as described above;

OR one year experience as a Training Officer I in Nevada State service; OR an equivalent combination of education and experience as described above.

Prepare course descriptions, develop and deliver curriculum, deliver training to employees using sound instructional design and learning principles and serve as liaison to department management, subject matter experts and the State’s centralized human resource division.

Identify performance gaps, analyze results and make recommendations; design and implement employee development programs and evaluate employee training and development programs as directed by agency management.

Select and monitor the work of contracted trainers and approve training conducted by political sub-divisions for various public safety occupations; conduct skills training in specific occupational areas and may conduct safety classes.

Coordinate, oversee and/or conduct training sessions for vocation and/or skills training in specific occupational areas, career planning and development and general management curriculum.

Prepare statistical and informational reports as required.

Perform related duties as assigned.
