Job Overview
The Nevada State Library, Archives and Public Records is seeking a Librarian 4 in the Carson City area. The Access Services Manager and Outreach Manager ensures that the public can discover, access, and use the State Library’s collections and services by overseeing Access Services operations and leading the library’s outreach and public engagement efforts.
Working closely with the Technical Services Manager, this position helps coordinate the full range of library services to ensure seamless integration between public-facing functions and behind-the-scenes operations.
ResponsibilitiesThe Manager supervises Access Services staff, maintains high-quality service through daily operational planning, supports frontline activities, and directly assists the public.
Responsibilities include:
reference and research assistance; circulation services; collection development and materials purchasing; collecting, analyzing, and reporting operational statistics to inform assessment, planning, and service improvements.
The Manager also participates in shared public service desk coverage, plans and implements library programs, events, and exhibits, coordinates tours, and leads the development of communications such as handouts, brochures, newsletters, and social media content.
Other duties include: developing policies, providing training to paraprofessional staff, planning for print and electronic resources, responding to requests for information, providing original cataloging and metadata support, establishing statewide resource sharing agreements, developing statewide library programs and projects, designing and maintaining the website, managing the State Publications Distribution Center and Federal Depository Library, promoting information services, monitoring user needs, evaluating changing services, training staff, and performing related duties as assigned.

Under the direction of an Assistant Administrator, incumbents may perform either of the following:
- 1) Manage a major functional unit of NSLAPR that includes several smaller units; supervise other professional librarians and their staff; develop program budgets; coordinate the unit’s work with other units; provide advice to state agencies and conduct workshops for state employees and other stakeholders; assist the Assistant Administrator in policy development.
- 2) Provide statewide consultative services, conduct studies of library problems, plan and conduct institutes and workshops for librarians and public library trustees, manage and coordinate State and federal grants, write grant applications, provide leadership to statewide libraries, develop and implement statewide programs for library development, and assist the Assistant Administrator in policy revision.
One of the following combinations of education and experience is required or preferred:
- Master’s degree accredited by the American Library Association and a minimum of three years of professional library experience responsible for at least four of the following: original cataloging/metadata, reference, e-resources, social media, government publications, collection development, project management, budget preparation and administration, grant administration, and/or supervision of staff.
- Bachelor’s degree with 21 semester credits in library studies and four years of professional library experience as above.
- Associate’s degree with 21 semester credits in library studies and five years of professional library experience as above.
- High‑school diploma with 21 semester credits in library studies and seven years of library experience, six years at the professional level.
- One year of experience as a Librarian III in Nevada State service, including 21 semester credits in library studies.
- Any equivalent combination of education and experience that includes 21 semester credits in library studies and the relevant experience as described above.
