Overview
Description This is a full-time, FLSA non-exempt position with Carson City Public Works. Under general supervision, provides work direction and training over assigned Environmental Control staff; performs complex inspections, investigations and sampling to ensure compliance with regulations; identifies violations and effects compliance.
Salary Range
Employer-Paid PERS: $35.9099 - $50.2740 hourly / $74,692.54 - $ annually
Employee/Employer-Paid PERS: $43.3213 - $60.6499 hourly / $90,108.20 - $ annually

- Plans, organizes, and oversees the work of support staff performing inspections, investigations, sampling and other code enforcement activities.
- Develops staff goals and objectives; implements policies and procedures; develops standard operating procedures.
- Assists in budget preparation; prepare cost estimates; submit justification for budget items.
- Assists in staff selection; coordinate staff training.
- Oversees the household hazardous waste program.
- Prepares, organizes and maintains a water quality sampling plan and program.
- Reviews business license applications; issues wastewater discharge permits; performs inspection for sewage and storm water discharges.
- Initiates and oversees enforcement proceedings.
- Maintains compliance with the pretreatment program.
- Develops compliance schedules and plans; periodically provides for the re-inspection of establishments for continued compliance with regulations.
- Reviews spill control and sewer management plans.
- Provides technical assistance to staff and representatives of other local public agencies.
- Maintains accurate records and files of work performed.
- Prepares, submits and maintains a variety of reports and educational material related to the work of the unit.
- Maintains current knowledge of wastewater pretreatment and pretreatment methods and techniques; drafts codes and procedures to meet changes needs and requirements.
- Uses standard office equipment, including a computer, in the course of the work; drives a vehicle in the course of the work.
- Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
- Demonstrates courteous and cooperative behavior when interacting with business owners, public and City staff; acts in a manner that promotes a harmonious and effective workplace environment.
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education And ExperienceEquivalent to a Bachelor's Degree in Chemistry, Biology, Environmental Science or a field related to the work; AND three (3) years of professional experience in inspecting industrial and commercial business establishments and enforcing wastewater discharge and pretreatment regulations; OR an equivalent combination of education, training and experience as determined by Human Resources.
Required Certificates, Licenses, And Registrations- A valid Class C Driver's License.
- Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluations, and employee training and discipline.
- Principles and practices of developing teams, motivating employees and supervising in a team environment.
- Basic budgetary practices and terminology.
- Hazardous waste handling and storage protocols.
- Principles, practices and techniques of wastewater pretreatment and disposal.
- Standard chemical and biological tests of wastewater and industrial waste.
- Use and maintenance of field test equipment related to the work.
- Data sampling and statistical analysis techniques.
