This is a full-time, FLSA - exempt position with Community and Economic Development located in Carson City, Nevada. Under direction, assists the Director of Community and Economic Development with the direction, management, supervision, and coordination of the activities and operations of the Community and Economic Development Department; coordinates assigned activities with other divisions, departments, and outside agencies; provides highly responsible and complex administrative support to the department director.

Responsibilities
  • Act as the Community and Economic Development Director during periods of the director's absence; assist in directing, monitoring, and supervising the day-to-day activities of the various divisions within the Community and Economic Development Department as well as citywide land development review.
  • Supervise the day-to-day activities of one or more divisions within the Community and Economic Development Department.
  • Appear before and advise the City Council and City Manager on Community and Economic Development issues and related matters.
  • Assist in developing and implementing the goals, objectives, policies, procedures, and work standards for the Community and Economic Development Department; assist in planning, directing, managing, and overseeing the activities and operations of Community and Economic Development.
  • Analyze and make recommendations on legislation for the City and for state legislative action.
  • Supervise the collection and analysis of information gathered through surveys and studies on matters involving the Community and Economic Development Department.
  • Plan, organize, administer, review, and evaluate the activities of assigned professional and technical staff.
  • Work closely with subordinate managers to provide direction and leadership, solutions to problems, and make policy decisions and changes as required.
  • Interpret regulations, City policies, and procedures.
  • Provide staff assistance to the Community and Economic Development Director, Deputy City Manager, and City Manager; prepare and present staff reports and other necessary correspondence.
  • Provide staff support to boards and commissions related to the Community and Economic Development function; represent the Community and Economic Development Department to other City departments, elected officials, and outside agencies; explain and justify Community and Economic Development programs, policies, and activities; negotiate and resolve sensitive, significant, and controversial issues.
  • Assist in establishing appropriate service and staffing levels and allocating resources accordingly.
  • Provide staff support to boards and commissions related to the Community and Economic Development function; represent the Community and Economic Development Department to other City departments, elected officials, and outside agencies; explain and justify Community and Economic Development programs, policies, and activities; negotiate and resolve sensitive, significant, and controversial issues.
  • Assist in establishing appropriate service and staffing levels and allocating resources accordingly.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Assist in directing the preparation and review of all community development reports.
  • May represent the City in dealings with state agencies and various organizations.
  • Assist in planning, developing, and implementing new or special community development programs.
  • Participate in the preparation and administration of the budget; submit budget recommendations; monitor expenditures.
  • Participate in the decision-making regarding work rules, regulations, operations, classification, and compensation for various collective bargaining groups.
  • Perform related duties as required.
