Act as the HCQC lead on State and Center for Medicare and Medicaid Services (CMS) Civil Monetary Penalty (CMP) Contracts, MOU's, Service agreements and related items (fiscal documents) including but not limited to:
Track and monitor fiscal documents using spreadsheets; draft and submit documents as requested by HCQC leadership; ensure fiscal documents are renewed and approved by the Board of Examiners prior to expiration; enter contracts into the State's Contract Entry and Tracking System (CETS); and obtain and maintain Nevada Certified Contract Manager certification within six months of hire, if not already certified.
Act as the Centers for Medicare and Medicaid Services (CMS) federal Civil Monetary Penalty (CMP) lead including but not limited to:
Create and submit required CMS reports; manage CMP contracts, amendments, invoices, reimbursements, and applications; and provide technical support and assistance to applicants and approved CMP entities. Create, analyze, and submit reports required by HCQC leadership, statutes, and regulations; collaborate with IT to develop reporting and tracking systems; draft and process regulations; assist with policy development; review and monitor legislation impacting the program;
conduct annual fee analyses; and coordinate public information requests and website postings with the HCQC Education and Information Officer. Support diverse and complex programs, including Environmental Health and Licensing.
Management Analysts conduct studies, research, and examination of management and administrative areas such as agency operations, forms, policies and procedures, workflow, legislative analysis, management research, and statistical and informational analysis.
Two or more years of applicable experience as described in the job duties and graduation from high school or equivalent education.
* Conduct research and analyze legislative implications.
* Determine software application program needs or requirements.
* Review and monitor contracts.
* Make recommendations on policy and procedure improvements.
* Provide recommendations to management regarding programs and/or work unit activities.
* Prepare reports and correspondence.
* Review, write, revise, and recommend administrative policies or procedures for the work unit and/or assigned programs.
* Conduct statistical or investigative studies, compile and analyze data, and prepare and present reports summarizing study results and conclusions.
* Develop, manage, review, and make recommendations on contracts and the contracting process.
* Review, monitor, and research bills submitted to the Legislature impacting the work unit, inform management of possible implications, and recommend an appropriate course of action.
* Perform related duties as assigned.

* Establish and maintain effective working relationships with coworkers, other agencies, and the public; negotiate and exchange ideas, information, and opinions with others to formulate policies, programs, and reach consensus; define problems, identify trends, analyze issues, solve problems, and communicate solutions; produce clear, concise and valid operational manuals, reports, and other presentation materials.
