Position: HEALTH EMERGENCY PREPAREDNESS EVALUATOR

Overview

The Division of Public and Behavioral Health:
Public Health Prepardness has an opening for a full‑time Health Emergency Preparedness Evaluator in Carson City, NV. The evaluator plans, develops, implements, and evaluates a comprehensive statewide public health preparedness and response training and exercise program to enhance the emergency preparedness competencies and skills of the statewide public health workforce.

Responsibilities
  • Develop and implement a multi‑year exercise plan and schedule in compliance with federal agency requirements.
  • Plan, coordinate, implement, facilitate, and track exercises to evaluate public health and hospital emergency preparedness and response for all‑hazard events.
  • Research, analyze, and evaluate courses, providers, reference materials, trends, and various training and exercise formats; assess the quality of preparedness courses, classes, and training materials in cooperation with other staff.
  • Identify resources and materials for exercise development; develop administrative steps and project plans in consultation with public health preparedness training and education staff and subject‑matter experts.
  • Design and conduct emergency preparedness training and exercise needs assessments at the local and state levels; address identified deficiencies through corrective action and provide follow‑up training and retesting.
  • Conduct program evaluation activities, generate reports, and develop recommendations to implement corrective action and maintain program evaluation plans including performance measures.
  • Prepare progress reports and required federal reporting to division staff, the Centers for Disease Control (CDC), and other interested parties; submit written reports summarizing progress toward training goals related to the bioterrorism cooperative agreement with the CDC.
  • Work with public health preparedness training staff, other preparedness staff, and external partners to develop role‑based preparedness competency sets and exercise evaluation competencies.
  • Plan, organize, and develop revised operating procedures to improve the effectiveness of complex multi jurisdiction response operations; review and recommend changes to policies and procedures to enhance public health emergency response activities.
  • Perform related duties as assigned.
Qualifications
  • Bachelor’s degree in biological science, health, education, or a related field and two years of professional experience in emergency response training and emergency operations involving response coordination and actual response to emergencies; OR high‑school graduation with four years of equivalent professional experience; OR an equivalent combination of education and experience.
Knowledge
  • Intergovernmental relations and agreements related to emergency preparedness, disaster preparation, and/or emergency management.
  • Adult education training techniques and procedures.
  • Federal grants management requirements.
  • Program planning and evaluation.
Abilities
  • Select and prioritize exercise scenarios and types to match the plans, policies, and procedures to be tested.
  • Determine the appropriate organizations to participate in various levels of exercises.
  • Conduct cost/benefit analysis of exercises.
  • Interact, negotiate, collaborate, and maintain positive public relations with federal, state, tribal, and local government agencies and health care providers.
  • Exchange ideas, information, and opinions to formulate policies and reach decisions, conclusions, or solutions.
  • Represent the agency to community and regional groups, government agencies, the media, and the public.
  • Read, write, interpret, and explain technical and professional documents; compose business correspondence, technical reports, proposals, policies, and procedures.
  • Communicate effectively orally and in writing; work independently.
  • Negotiate agreements, establish cooperative working relationships, and monitor the work of independent contractors.
