job summarythe division of human resource management (dhrm), labor relations unit is seeking a human resource analyst 3 in carson city. The labor relations unit is responsible for providing expert consultation to employees, employee representatives, agency human resources professionals, and agency leadership on human resources practices, labor relations matters, and collective bargaining. The incumbent will serve as a subject-matter expert on nevada revised statutes (nrs)/nevada administrative code (nac) chapter 284 and personnel rules and will assist in developing proposed regulations necessary to implement the provisions of nrs 284, and other state and federal mandates.
A significant component of this position includes managing the employee-management committee (emc) process. This role oversees emc case intake, review, scheduling, hearing coordination, communication with agencies and employees, and preparation of case summaries and materials in compliance with nrs/nac 284. The incumbent will also be responsible for processing, reviewing, and advising on all non-collective bargaining grievance matters covered under nrs/nac 284.
This includes providing guidance to appointing authorities and employees, ensuring procedural compliance, interpreting regulations, and preparing formal responses and documentation. Additional duties include developing forms, publications, and guidance documents; conducting research; drafting regulatory language; and assisting in the development and delivery of training classes related to labor relations, discipline, grievances, and personnel practices. The position requires strong analytical skills, effective communication, and the ability to work collaboratively with agencies statewide.
The position provides advanced consultation on matters related to progressive discipline, performance management, bargaining agreement provisions, and organizational policy.

under general direction of a supervisory human resources analyst, performs complex, technical human resources functions involving recruitment, selection, testing, classification, and compensation duties. Work is performed on complex projects such as comprehensive occupational studies. An incumbent in this class is expected to operate on an independent basis. This class is distinguished from the supervisory human resources analyst, by absence of supervisory responsibility and from the human resources analyst 2 level by the assignment of only the most complex projects, independence of activities, and knowledge required.
Incumbents may serve as an on-going team leader in the field services division of the human resources department. This is the advanced journey level in the series.
