Position: IT PROFESSIONAL 3 - ENTERPRISE PORTFOLIO MANAGEMENT

Information Technology (IT) professionals analyze, develop, implement, maintain, and modify computer operations, systems, networks, databases, applications, and/or information security. Incumbents may perform duties in one or more IT specialization areas depending on the needs of the agency.

The Governor's Technology Office (GTO), Office of the Chief Technology Officer is seeking its vacant Information Technology Professional 3 – Enterprise Portfolio Management position. The incumbent aligns investments, programs, and projects with strategic objectives, optimizes resource allocation across the enterprise, and provides governance for decision-making and risk control.

Responsibilities
  • Develop and maintain comprehensive portfolio documentation for all GTO technology systems, platforms, applications, and services including the GTO Services Catalog and Systems/Application Inventory with complete metadata including ownership, technology stack, lifecycle status, dependencies, and licensing.
  • Produce quarterly portfolio status reports, executive dashboards, and summary views for leadership, budget staff, and governance bodies.
  • Package portfolio data for budget submissions, presentations, and legislative inquiries.
  • Conduct stakeholder interviews and facilitate working sessions to gather and validate portfolio information across all GTO divisions.
  • Map and track agency consumption of GTO services, documenting cost allocation, chargeback data, and formal agreements.
  • Develop Technology Investment Evaluation (TIE) context briefs providing portfolio-informed analysis of proposed technology investments, identifying overlaps, dependencies, and infrastructure implications.
  • Support TIE coordination and portfolio-related investment tracking.
  • Analyze portfolio data to identify aging systems, technical debt, single points of failure, licensing risks, and dependency impacts across GTO technology assets to support change management and modernization planning.
  • Document data assets, data flows, and data sharing agreements in support of data governance initiatives.
  • Research peer state practices, industry frameworks, and standards to inform portfolio management program development.
  • Perform related duties as assigned, including support for special projects, audit responses, strategic planning activities, and ad hoc information requests from executive, legislative, and agency stakeholders.
  • Conduct detailed alternative analyses and determine end-user requirements through consultation with end-users, technicians, vendors, management, and others.
  • Maintain documentation related to the assigned IT specialization’s architecture, operations, and other records of work activities as required.
  • Maintain current knowledge of technological trends and advancements in the IT field as well as security management practices, laws, policies, and ethics.
  • Participate in recommending and justifying resource allocations and expenditure decisions, tracking, and recording expenditures, preparing purchase requests, and writing technical requirements for grant proposals.
  • Under general direction, incumbents perform advanced journey level duties and may train, supervise, and evaluate the performance of subordinate staff and/or serve as a project leader as assigned. Incumbents may function as a unit leader to include directing the activities of a branch IT support unit, overseeing projects of limited scope, and coordinating activities with other work groups.
Qualifications

Bachelor's degree from an accredited college or university in computer science, management information systems, or closely related field and three years of professional IT experience relevant to the duties of the position which may include computer operations, systems administration, network administration, database administration, applications analysis and development, and/or information security, one year of which was at the journey level; OR one year of relevant experience as an IT Professional II in Nevada State service;

OR an equivalent combination of education and experience as described above.
