Position: SUPERVISOR, IT BUSINESS ANALYST

The Department of Public Safety (DPS) is recruiting to fill a Supervisor, IT Business Analyst (Application and Technology Manager) within the Research and Planning Technology Division in Carson City. Under the general direction of the Chief of Research and Planning Technology, the incumbent manages the Applications and Information Technology staff within the Division. The incumbent serves as a senior manager accountable for the planning, deployment, and operational support of the Department’s application portfolio and the supporting information technology services on which DPS programs depend.

Work is performed with significant independence and discretion and decisions made by the incumbent have broad operational, fiscal, and strategic impact across the Department.

A primary responsibility of this position is the direct supervision of the Applications and Information Technology staff, a team that includes third party vendors, systems and business analysts, and technical support personnel. The incumbent trains, mentors, and evaluates subordinate staff; establishes performance standards and work assignments; and creates professional development plans that align individual growth with Division objectives. Through coaching, structured feedback, and modeling of professional standards, the incumbent builds a cohesive, technically proficient team capable of supporting a diverse and evolving application landscape.

The incumbent directs the management of DPS business applications; overseeing their contracts, configuration, integration, maintenance, and eventual retirement. This work encompasses both internally developed systems and commercial off-the-shelf platforms that support Department programs and services. The incumbent is responsible for ensuring that application architecture, security posture, data integrity, and compliance practices meet State and Federal standards, as well as the expectations of program partners and auditors.

Vendor relationships, software contracts, and service level agreements supporting these applications fall within the incumbent's scope and the position is expected to negotiate, monitor, and enforce performance against contractual commitments. The incumbent ensures that disciplined release management, change control, and quality assurance practices are followed across application teams so that production systems remain stable, secure, and trustworthy. In addition to application stewardship, the incumbent oversees the delivery of information technology services within the Division including system administration, infrastructure support, and end-user services as assigned.

The incumbent coordinates closely with the Governors Technology Office and other State partners on shared infrastructure, networking, and security services, ensuring that Department needs are clearly represented and effectively met.

The incumbent is accountable for incident response, problem management, and continuous improvement of IT service delivery; establishing the metrics, runbooks, and escalation paths necessary to sustain reliable operations. The incumbent serves as project leader on the most complex and consequential application and information technology initiatives undertaken by the Division. In this capacity, the incumbent defines project scope, objectives, deliverables, and success criteria;

prepares the project justifications required to secure funding and approval; and manages project funding, resource allocation, timelines, status reporting, and implementation plans through to completion. Beyond day-to-day operations, the incumbent is responsible for long-range, broad-based planning for the application portfolio and supporting technology services. This includes evaluating emerging technologies, recommending strategic investments aligned with Department priorities, and developing the policies, standards, and procedures that govern application development and IT operations.

The incumbent represents the Division in cross-functional working groups, governance forums, and vendor engagements where technical, contractual, and operational interests must be balanced. The position is expected to exercise independent judgment, communicate effectively with executive leadership and external stakeholders, and contribute to the strategic direction of the Research and Planning Technology Division as a member of its leadership team.

Three or more years of applicable experience as described in the job duties with a minimum of one-year supervisory experience preferred and graduation from high school or equivalent education.
