Industrial Property Management Specialist (Deployable) with Security Clearance

Duties
* Plans continuous surveillance/evaluation of the assigned contractors' property management systems.
* Identifies risk to the Government through application of professional business judgment and risk-based assessment techniques in order to determine the appropriate type and level of surveillance.
* Determines appropriate method for the testing of each property management element and conducts property management system analyses accordingly.
* Performs necessary follow-up actions on instances of contractor noncompliance. Prepares correspondence to assure milestones are met during the mutually agreed time frames.
* Conducts property loss investigations pertaining to assigned contractors' liability of Government property in their possession.
* Reviews and analyzes new contracts to determine that the assigned contractors' property management system procedures are adequate to fulfill the contractual requirements.
* Assures that there are no unresolved property administration matters prior to final contract property closeout. Requirements Conditions of employment
* Possession of a valid state driver's license is required.
* Security Requirements:
Non-Critical Sensitive with Secret Access
* Required to obtain a passport/VISA.
* A medical/dental examination is required. You must pass a pre-employment examination and reoccurring annual physical throughout your 4-year commitment. Lifting requirement of 45 pounds.
* Immunization screening is required (e.g., Anthrax, Smallpox, Malaria, and COVID). Must meet medical criteria for deployment in accordance with USCENTCOM Individual Protection and Individual/Unit Deployment Policy.
* DoD Civilian Employee Overseas Emergency Essential Position Agreement is required.
* Must be able to possess and maintain a Government Travel Card.
* Selectee is required to be exempt from recall to the military Reserves.
* Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
* Selective Service Requirement:
Males born after 12-31-59 must be registered or exempt from Selective Service.
* Tentative offer for employment will be rescinded if the selectee does not meet conditions of employment.
* The incumbent will be required to deploy to forward operating austere locations in war zones to perform duties at the will of the Combatant Commander. Typical deployments last from 6-9 months.

A. Specialized

Experience:

One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector.

Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
* Conducting audits of Property Management Systems.
* Assisting with investigations of lost or damaged government property and providing surveillance and evaluation of contractors property control systems.
* Interpreting and applying contract clauses and government contracting and procurement regulations.

B. Education Substitution:
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. To qualify based on education in lieu of specialized experience, you must possess: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

The major study must be in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

C. Combination:
Combinations of successfully completed post-high school education and experience may be used to meet total qualifications and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.
