Emergency Supply Chain Coordinator (Global Surge)

The Emergency Supply Chain Coordinator, Global Surge will be responsible for emergency supply chain oversight and coordination during short‑term deployments of up to three months. The role supports existing and new programs in crisis zones, managing procurement, inventory, logistics, compliance, learning, and development.

• Provide technical oversight of all supply chain functions for emergency response, ensuring processes follow IRC GSC SOPs.
• Contribute to field leadership and serve as a voice for the supply chain team within the unit.
• Participate proactively in BVA/Project Cycle Meetings, including design, planning, opening, review, close‑out, and learning meetings to articulate and resolve supply chain issues.
• Prepare and maintain emergency procurement plans and develop/maintain country program sourcing strategies for active and pipeline grants.
• Ensure compliance with IRC and donor policies for all goods and services procurement, including pharmaceuticals and medical equipment.
• Review and utilize Procurement contracts (MPA, MSA) and implement GSC procurement and contracting SOPs.
• Ensure accuracy of GSC data, timely reporting, and dissemination of procurement processes and tools to EU GSC team members.
• Manage all waivers, documentation, and approvals in coordination with country program leadership.
• Maintain supplier performance feedback and conduct market surveys for value for money when required.
• Maintain segregation of duties in procurement functions during emergency deployment.
• Ensure timely fulfillment of program requirements for supplies and services.
• Develop, review, and resolve procurement and distribution plans for grants.
• Conduct end‑to‑end procurement processes through the BvA tool and report deviations.
• Implement inventory policies for all project items, including cycle counts, discrepancy reporting, pharmaceutical QA, and cold‑chain policies.
• Ensure accurate, regularly produced, and approved grant inventory reports.
• Maintain warehousing safety, security, and assets maintenance plans per IRC policies.
• Ensure vehicle safety policies, fuel consumption management tools, fleet legal status updates, and reporting.
• Develop and follow driver management, vehicle movement planning, and tracking tools.
• Develop and implement accurate staff development, training, and IRC code of conduct signing.
• Ensure training for counterparts involved in supply chain processes.
• Identify and mitigate supply chain risks, conduct audits, and implement corrective action plans.
• Lead donor and IRC internal audit processes for the SC department and support post‑audit corrective actions.

• Ability to commit to deployment within 72 hours of notification, up to 12 weeks.
• University degree and advanced professional certification in supply chain management (or equivalent experience).
• At least 4 years of experience managing humanitarian supply chain in multiple settings.
• Proven experience developing and managing supply chain/logistics functions in an INGO, including in emergency/conflict areas.
• Experience creating standard methodology approaches for rapid, high‑quality service provision in emergencies.
• Experience managing supply chain functions in large, sophisticated programs, including NFI and drug distribution, international procurement, and knowledge of USG, European, DFID, and UN procurement regulations.
• Demonstrated team‑building, communication, and stakeholder management skills with senior management and program staff.
• Strong computer, radio, and communication equipment skills, and licensed to drive manual transmission 4WD vehicles.
• Preference for bilingual English/French;
  Arabic and Spanish advantageous.
• Experience in Medical Logistics & Pharmacy advantageous.
• Experience in previous emergency contexts an advantage.
