Safety Manager

Work Schedule:Full-time; additional hours may be required for emergencies, incidents, or operational needs.

The Safety Manager is responsible for developing, implementing, and maintaining a comprehensive safety and health program for Carthage Water & Electric Plant (CWEP). This position promotes a proactive safety culture and helps ensure compliance with applicable federal, state, and local safety regulations.

The Safety Manager works closely with leadership, supervisors, employees, and outside agencies to identify workplace hazards, reduce risk, investigate incidents, coordinate employee training, and continuously improve safety performance across CWEP’s electric, water, wastewater, telecommunications, administrative, and support operations.

• Develop, administer, and continuously improve CWEP’s safety policies, programs, procedures, and training.
• Monitor compliance with OSHA regulations and other applicable safety requirements, industry standards, and organizational policies.
• Conduct routine workplace inspections, jobsite observations, facility audits, and hazard assessments.
• Work with supervisors and employees to identify hazards and implement effective corrective actions.
• Coordinate and deliver safety training, including:
  • Lockout/tagout
  • Electrical and arc-flash safety
  • Fall protection
  • Personal protective equipment
  • Trenching and excavation
  • Work-zone and traffic-control safety
  • Defensive driving
  • CPR, first aid, and AED
• Maintain required safety records, inspection documents, training records, OSHA logs, and regulatory reports.
• Lead or assist with investigations of workplace injuries, vehicle accidents, property damage, near misses, and other safety-related events.
• Identify root causes and work with departments to develop and track corrective actions.
• Coordinate workers’ compensation claims, medical treatment, return-to-work activities, and communication with applicable providers and insurance representatives.
• Chair or support the Safety Committee and encourage meaningful employee participation.
• Review job hazard analyses, standard operating procedures, emergency response plans, and contractor safety requirements.
• Assist departments with selecting appropriate personal protective equipment and safety equipment.
• Monitor safety-related regulatory and industry developments and recommend necessary policy or operational changes.
• Coordinate safety-related testing, inspections, and services with outside vendors and regulatory agencies.
• Prepare safety reports, performance metrics, and recommendations for management.
• Participate in emergency response, disaster recovery, and business continuity planning.
• Promote open communication and encourage employees to report hazards, concerns, incidents, and near misses.
• Exercise stop-work authority when an imminent danger or serious safety concern is identified.
• Perform other duties as assigned.

This position may provide functional direction to employees regarding safety requirements and may oversee safety-related contractors, trainers, or assigned personnel. Direct supervisory responsibilities will depend on organizational needs.
