Position
Purpose:
Under general direction, administers, and coordinates Special Education preschool programs in accordance with federal and state regulations, including the development of guidelines and procedures for Child Find. Collaborates with the Director to establish and implement a comprehensive plan and goals for special education assessment teams based on an analysis of data. Serves as a liaison between Central Services, schools, community, and agencies to promote the development and improvement of Preschool Special Education Programs.
Minimum Qualifications:
Knowledge, Skills, and Abilities (KSAs)
- Comprehensive knowledge and understanding of state and federal guidelines applicable to special education preschool programs;
- Comprehensive knowledge of policies, procedures, programs, plans, and organizational relationships of the entire school system;
- Considerable knowledge of Microsoft Office, specifically Microsoft Word, Excel, and Power Point;
Google Apps; - Knowledge of preschool assessments, evaluations, and the development of young children;
- Effective time management skills;
- Demonstrated skills in building consensus across diverse groups of people;
- Ability to work independently to effectively resolve problems in complex work situations and handle highly confidential material;
- Ability to develop and implement strategic objectives that improve educational outcomes for students aligned with school system mission and goals;
- Ability to deliver projects on time and within budget;
- Ability to coach and mentor employees;
- Ability to design and deliver professional development to adult learners;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
- Ability to establish and maintain effective working relationships with school system staff, outside advocacy groups, community members, parents, and vendors.
Education, Training, and Experience
- Master's degree in Special Education or directly related field;
- Four years of successful teaching or supervisory experience in preschool education, compliance, or directly related field.
An equivalent combination of education and relevant experience sufficient to successfully perform the essential duties of the job.
Certification and License Requirements
- Hold or be qualified to hold a North Carolina Professional Educator's License in Special Education or Birth-Kindergarten;
- Hold or be qualified to hold a North Carolina Professional Educator's License for School Administrator-Principal or Curriculum Instructional Specialist;
- Must hold and maintain a valid motor vehicle operator's license according to the State of NC requirements.
Preferred Qualifications:
Supervisory experience in preschool education or Special Education program compliance.
Essential Duties and Responsibilities
- Hires, supervises, and evaluates Lead and/or Case Managers and other staff, as assigned.
- Facilitates the delivery of special education and related services to children through coordination, management, and oversight for Child Find.
- Designs and implements a comprehensive outreach strategy to identify children who require special education services.
- Provides oversight and monitoring of federal indicators.
- Ensures the assessment teams engage in consistent practices for screening, referrals, evaluation, identification, and IEP development with consideration for the least restrictive environment.
