The District Project Engineer provides critical oversight for expedited permits and large-scale, multi-year developments exceeding 30,000 trips per day generated. Acting as the primary liaison between developers and the NCDOT, this role leads Traffic Impact Analysis (TIA) reviews, negotiates developer and third-party agreements, and coordinates driveway access with active TIP projects. Additionally, the role supports the District Engineer by representing the department at municipal meetings, supervising district operations, and ensuring compliance with state policies and specifications.  

The District Project Engineer will assist the District Engineer in administering other programs such as road addition, outdoor advertising, secondary construction and over-dimension permits; serve as the supervisor in the absence of the District Engineer; attend all municipal meetings, and meetings with developers, engineers and governmental agencies on assigned high profile developments; represent the Department on technical issues and advise the parties involved on policies and specifications;

and provide engineering support for Senior Assistant District Engineers and Assistant District Engineers.
The selected applicant for this position should have the ability to use working knowledge of the principles and practices of civil engineering and construction methods, materials and equipment. Should be able to communicate, establish, and maintain effective working relationships with co-workers, contractor’s personnel, and the public. Should have the ability to operate survey equipment, computers and drafting instruments. Should have the ability to understand, explain, and administer contracts;

interpret construction plans, provision, standards and specifications. Should have the ability to train, coordinate, and supervise subordinate employees. Should have the ability to withstand extreme weather and terrain conditions while performing duties.

Salary Grade and Salary Range:  NC20 / $70,478 - $123,336
** Management prefers applicants with the following:
*** Experience reviewing project plans and specifications for compliance with established practices and principles of Engineering (i.e. – Spot Safety, locally-managed projects, subdivisions, right of way encroachments and driveway permit applications
* Experience in the supervision, direction, management and training of lower level employees and/or contract engineering personnel to achieve established project delivery metrics
* Experience with driveway, encroachment, subdivision and road addition policies, processes and procedures
* Demonstrated ability in planning, developing, scheduling, tracing, and completing projects independently or with limited supervision
* Customer Service experience related to resolving problems
