The North Carolina Department of Labor is charged by statute with promoting the health, safety and general well-being of the workers in the state. The laws and programs the Department administers affect every worker in the state. ** Description of Work
** The Mine Safety and Health Representative (MSHR) is to work with the mining industry in North Carolina to help eliminate serious injuries and fatalities. This is accomplished by evaluating the safety and health programs at each mine site assigned to the MSHR which involves consultative, educational, training, and inspection work in the administration of the Mine Safety and Health Act of North Carolina.
The MSHR works with a variety of mining operations, including independent contractors working on mine property, and assists them in development of comprehensive mine safety and health programs. The MSHR seeks cooperation from mine management officials and conducts comprehensive evaluations of each mine’s safety records, physical facilities and employee safety attitudes and work habits to determine compliance with state and federal safety and health laws, regulations, and standards.
At times when education and training and or consultations are not sufficient to assure compliance, citations or orders must be issued to the operator and or independent contractor, when violations of the Mine Safety and Health Act of North Carolina and the federal Mine Safety and Health Act are found.
The MSHR must have a good working knowledge of the Mine Safety and Health Laws of North Carolina as well as the federal Mine Safety and Health Laws. Each MSHR is responsible for preparing instructional materials tailored to each mine site and participating in comprehensive training programs such as the Mine Safety and Health Instructor Institute, the North Carolina Department of Labor Explosive Safety Course, Supervisory Training, Mine Emergency Training, and comprehensive First Aid and CPR training as well as various other seminars and public speaking engagements approved by the department.
Each MSHR is required to obtain and maintain certification as an Mine Safety & Health Administration (MSHA) instructor trainer, first aid and American Heart Association CPR instructor.

** This is field-based teleworker position. Applicants must live in Western region or surrounding counties.
*** Considerable knowledge of the technical operations and accepted safety and health practices in mining.
* Considerable knowledge of safety and health laws and standards and training regulations governing the mining industry.
* Working knowledge of the operations involved in the processing of minerals.
* Considerable knowledge of the principles and techniques of effective instruction.
* Ability to communicate effectively in oral and written form.
* Ability to motivate mine management officials, miners and others.
* Ability to maintain effective working relationships with mine management officials, miners, and the public.
* Skilled in the use of computer equipment.
** Management Preferences:
*** 5 years mining experience, including conducting training courses and mine inspections.
* Part 48 Subpart B Certified Instructor
* Part 46 Instructor
* FA/CPR/AED Instructor
* Knowledge with CFR 1977 Mine Act
* Knowledge with Program Policy
** A valid driver's license is required.
