Description Of Work

The primary purpose of the Administrative Officer II position will be to supervise the Combine Records Human Resource section and Administrative team. This role will exercise considerable independence in carrying out managerial and human resource responsibilities. The Administrative Officer II is responsible for management and planning, directing, and coordinating the administrative and human resource functions of Combined Records. It is responsible for employee recruitment and has a thorough understanding of Human Resource policies and procedures.

The position will supervise the performance review process, provide guidance to managers on giving constructive feedback, and develop initiatives to improve employee performance and satisfaction. This role requires independent and self‑planned assignments achieved without assistance. This position will assist in creating, reviewing, and enforcing company policies and procedures. As the HR manager, it will maintain knowledge of and ensure compliance with all federal, state, and local employment laws and regulations, administer all personnel‑related data, manage the entire hiring process, and act as a liaison between employees, management, and Department of Adult Corrections central Human Resources while helping to resolve conflicts when needed.

The role will partner with top executives on strategic planning, be a vital link between an organization’s management and its employees, and provide guidance on complex Human Resource and administrative issues requiring professional‑level judgement and decision‑making. It requires attention to detail, strong analytical and conflict resolution skills, and the ability to handle sensitive and confidential information with discretion and integrity.

The position requires excellent organizational and time‑management skills to prioritize tasks and manage multiple HR functions simultaneously. This position supervises the training of new hires within the Administrative and Human Resource section and assigns cross‑training to ensure duties are performed in the absence of co‑workers, staying abreast of the Department of Adult Correction policies and procedures governing the release of information and the confidentiality of records.

  • Comprehensive knowledge of all state HR databases (HRIS) and Smartsheet databases.
  • Thorough knowledge in handling sensitive and confidential information with discretion and integrity.
  • Ability to exercise good judgment in analyzing situations and making decisions within area of responsibility; able to learn and apply rules, procedures, and practices for various human resources management activities or personnel actions.
  • Experience planning, assigning work to others, supervising personnel, training and overseeing work, overseeing personnel NCVIP performance plans and special projects.
  • Working knowledge of the principles and practices of public administration, human resources, and business administration.
