Position

Summary

This position is the third level of the Application Developer series. It provides support and configuration for packaged and custom Mecklenburg County applications. With minimal supervision, the developer designs, codes, tests, corrects, and documents complex programs and scripts from agreed specifications, and subsequent iterations, using agreed standards and tools, to achieve a well‑engineered result. Under the supervision of the Application Manager, the Application Developer leads an application development team to deliver applications based on detailed specifications.

Functions
  • Design, code, test, deploy, maintain, enhance, and support county software systems.
  • Work with business customers and IT business analysts in translating requirements into plans and specifications.
  • Work in a team‑based environment, communicating effectively with all levels of staff and management.
  • Identify business and system requirements.
  • Produce design and other technical documentation.
  • Conduct design and code reviews for components produced by self and other teams.
  • Provide work estimates to the project team and lead.
  • Troubleshoot applications and make recommendations for improvement.
  • Resource and mentor lower‑level staff.
Peoplesoft Administrator Responsibilities
  • Installing, configuring, patching (PUM/Image updates), and upgrading People Soft application tools and infrastructure.
  • Performing refreshes, maintenance, and backups for production and non‑production environments.
  • Monitoring and optimizing system performance.
  • Managing user profiles, security roles, permissions, and ensuring adherence to security policies.
  • Resolving application, middleware (Web Logic, Tuxedo), and connectivity issues.
  • Working with developers, DBA, and server teams to facilitate application changes, migrations (using App Designer), and incident resolution.
  • Configuring and maintaining web, application, batch, search and PUM servers/tiers.
  • Working with the network team for web server certificates, firewall, and load‑balance for high availability.
  • Monitoring system performance and jobs running on the process monitor and resolving issues.
  • Monitoring interfaces with vendors and other applications.
Minimum Qualifications

Experience:

Minimum of five years of programming experience.

Education:

Bachelor’s degree in Information Technology or Computer Science.

Preferred Qualifications
  • 4‑8 years of experience in People Soft administration.
  • Proficiency in People Soft architecture, People Tools, Web Logic, Tuxedo, Oracle/SQL, and operating systems like Linux/Windows.
  • Understanding of Change Assistant, PUM (People Soft Update Manager), and SQL tuning.
  • Knowledge of Cloud‑enabled infrastructure environments.
Knowledge
  • Current software development technologies, trends, and methodologies.
  • Common software engineering design patterns.
  • Significant experience with iterative and test‑driven development practices.
  • Agile methodology.
  • Azure Dev Ops.
Skills
  • Experience with source code control and software configuration management tools.
  • Experience with relational database design and administration.
  • Experience with JS libraries, HTML5, and CSS.
  • Experience developing in a continuous integration environment using source code control, automated testing, and build automation.
  • Experience with agile development practices.
