Description Of Work
The Continuous Quality Improvement Specialist (CQI‑S) has the responsibility for monitoring, training, and providing or arranging technical assistance to the county for ensuring the aging and adult services programs are operated in accordance with Federal and State laws, and policies and rules adopted by the Social Services Commission. These programs include Adult Protective Services (APS), Guardianship, Special Assistance In Home Program (SAIH), Adult Placement, and Individual and Family Adjustment Services.
Each Continuous Quality Improvement (CQI) Specialist will serve 14‑16 counties. APS and Guardianship are critical programs that are governed by NC General Statutes (GS) 108A and 35A. NC is seeing a rapid growth in the number of APS reports made to each county and the number of individuals who are in need of a guardian. The Special Assistance in Home Program is mandated by NC Session Law 1999‑237 and is codified in NC GS 108A.
Oversight of this program is critical for ensuring compliance with law and policy as well as compliance with the TCL Agreement. The rules and regulations for administration of Adult Placement Services have been adopted by the Social Services Commission based on its authority in NC GS 143B‑153; and are filed at 10 NCAC 42A under the provisions of the Administrative Procedures Act.
Adult Placement Services are mandated through the North Carolina Social Services Block Grant Plan under the provision of G.S. 143B‑l0. Many Aging and Adult Services Programs delivered by county DSS’s are mandated by the Social Services Block Grant Funding Plan (these are Federal funds administered by North Carolina and the plan is ratified by the General Assembly). In addition, this position will be responsible for working with the county in improving their program and directing the CQI process, on and off‑site consultation, coaching, review of records, review of data related to performance measures and other metrics, and building professional relationships to improve outcomes for adults, children, and families while remaining in compliance with federal regulations, North Carolina General Statutes, and Administrative Rules and policies.

Salary Range: $55,823 - $97,389
- Advanced knowledge of the Aging & Adult Services programs in North Carolina
- Consultative or supervisory experience in Adult Services Programs to include:
Adult Protective Services, Guardianship, and Special Assistance In-Home - Effective communications
- Accurate decisions and problem solving; coaching, leadership
