Supervisory Clinical Nurse (Ambulatory)
The incumbent serves in an ambulatory care setting and is responsible for managing services and nursing staff assigned to the department.
This position is located within the Tohono O'odham Nation Health Care Sells hospital and San Xavier, San Simon, or San Simon Health Center. The incumbent is responsible for supervising and managing the ambulatory care department and ambulatory care staff.
Essential Duties and Responsibilities:
(Depending on the area of assignment, an incumbent may not be required to perform some of the duties listed below):
- General managerial duties with planning, organizing, directing, and evaluating a comprehensive ambulatory care program.
- Responsible for establishing and implementing long and short-term policies and programs for ambulatory and nursing care services.
- Monitors the nursing program plans and prepares routine reports based upon program plans.
- Ensure compliance with standards such as HIPAA, Privacy Act, Infection Control, and national accrediting bodies {TIC, CMS, OIG).
- Keeps abreast of changing developments, health care policies, directions or practices, and the changing health care needs of the population served.
- Responsible and accountable for maintaining a significant budget that includes ambulatory care and nursing personnel, FTEs, equipment, supply purchases, travel, and training.
- Responsible for carrying out the mission, vision, and goals of the Tohono O'odham Nation Health Care.
- Plans and adjusts work schedules and operations to meet organizational objectives, priorities, deadlines, and standards of care to deliver ambulatory and nursing services.
- Evaluates operations and services provided concerning patient flow, productivity, and care needs of the population served.
- Develop an orientation plan for each employee specific to their skills and needs of the unit and agency.
- Maintain competency file on each employee.
- Coordinates and assures that qualified staff are available as preceptors for new team members.
- Ensures that all staff members maintain 100% compliance with licensure requirements.
- Conducts meetings and conferences with ambulatory care and nursing staff to explain work requirements, methods, and procedures as needed.
- Give special instructions on complex or different activities and answers technical questions about work assignments.
- Informs employees about the policies, procedures, and goals of management-related work of the unit.
- Supervises employees who perform professional nursing care, medical assistant care, and patient registration duties and provides technical and supportive activities in an ambulatory care setting.
- Determines personnel needs and manages available resources to provide optimal patient care.
- Evaluates employees' performances; develop work improvement plans as needed, recommend training needs, and suggest awards/recognition.
- Resolves informal complaints of employees and refers those beyond the unit level to higher management.

- Works with other key nursing staff members responsible for participating in top management discussion, decisions, and policy making and sharing accordingly in management decisions/actions.
- Participate with the supervisory nursing staff members to formulate policies, programs, and procedures related to nursing care and services and overall clinical services.
- Develop and implement plans and programs to improve or revise present programs services to meet the changing needs of the patient population.
- Participates in decisions, which affect the ability of TONHC to provide adequate patient care, thus affecting the life and wellbeing of patients.
- Provide recommendations relative to performance improvement, safety control, and infection control inspections.
- Works with tribal groups and university-based nursing programs to promote and understand the hospital programs.
- Works with a university-based nursing program to develop and strengthen the profession of nursing and individual nursing students (in-state and out of state).
- Participate in collaboration with the Nurse Executive Team to recruit and retain qualified and experienced professional nursing staff.
- Participates with the supervisory nursing staff in the formation of strategic planning that incorporates long-term and short-term goals.
- Rotates supervisory call-back duties within the Division of Hospital Nursing Branch as scheduled.
- Maintain clinical competence and expertise in a specialty area, provides skilled and comprehensive nursing care to the patients in the clinical/community setting. Closely observe patients for conditions that may require emergency measures. Exercises sound judgment in interpreting observations to the physician and initiates emergency measures.
