The City of Casper is seeking a collaborative and forward‑thinking leader to oversee critical sanitary sewer and stormwater operations that directly support the health, safety, and quality of life of our community. Responsibilities
  • Exercise direct supervision over the assigned divisions, including authorizing time‑off, approving payroll and hiring, coordinating staffing and operational activities, ensuring training and development, providing consistent accountability, and maintaining a healthy and safe work environment.
  • Manage all functions of the sanitary sewer and stormwater operations, coordinating, prioritizing, and assigning operational activities for sanitary sewer and stormwater systems, including collection systems construction, stormwater drainage, and pump stations.
  • Participate in the development and implementation of goals, objectives, policies, and priorities for Sewer Division operations. Identify resource needs; recommend and implement policies and procedures; set objectives and procedures for work groups.
  • Serve as the Regulatory Compliance Officer for sanitary sewer and stormwater operations by coordinating activities to maintain permit compliance with agencies such as the EPA, DEQ, and SEO.
  • Prepare, recommend, and manage the budget for sanitary sewer and stormwater operations and capital improvements.
  • Assist the Wastewater Operations Officer in making recommendations for Capital Improvement Plans and implement the plan(s) accordingly.
  • Ensure standard operating procedures (SOPs) for operating and maintaining the sanitary sewer and stormwater operations are complete, accurate, and up to date; maintain the preventative and corrective maintenance software.
  • Coordinate and monitor the work of external contractors and ensure compliance with specifications and City standards.
  • Coordinate departmental activities and priorities with other City departments and external agencies; represent the City of Casper on related boards and committees.
  • Prepare, review, and interpret operational and statistical reports.
  • Respond to the public, citizens, employees, and others in a prompt, professional, and courteous manner while maintaining a positive customer service demeanor.
  • Perform other duties of a similar nature or level.

    • Procedures, methods and techniques of sanitary sewer and stormwater operations.
    • Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
    • Administrative principles and practices, including goal and objective development, work planning and employee supervision.
    • Basic principles of municipal budget preparation and control.
    • Principles of supervision, mentoring, training, and developing the work of others.
    • Recordkeeping principles.
    • Modern office equipment, software, and operating systems/applications.
