The City of Casper is seeking a strategic, collaborative, and forward‑thinking Budget Manager to lead the City’s budget development and long‑range financial planning. This is an exciting opportunity for an experienced public finance professional who thrives on solving complex financial challenges, building strong partnerships, and helping shape the future of a growing community.

As Budget Manager, you’ll serve as a key member of the Financial Services leadership team, working closely with the Financial Services Director, City Manager, executive leadership, and departments across the organization to ensure responsible stewardship of public resources.

What You’ll Do
  • Lead the City’s annual operating and capital budget development process.
  • Develop long‑range financial forecasts, capital improvement planning, and fiscal analyses that support strategic decision‑making.
  • Partner with City departments to align budgets, staffing, and performance measures with Council priorities and organizational goals.
  • Oversee budget amendments, revenue and expenditure forecasting, and salary and benefit projections.
  • Manage Priority Based Budgeting (PBB) processes and provide executive‑level reporting and analysis.
  • Prepare the City’s award‑winning annual budget document and technical financial reports.
  • Supervise and mentor Budget Division staff while fostering a culture of collaboration, accountability, and continuous improvement.
  • Present financial information to executive leadership, City Council, and other stakeholders with confidence and clarity.

Preferred Qualifications
  • Bachelor’s degree in Accounting, Finance, Business Administration, or a closely related field (Master’s degree preferred).
  • Five or more years of progressively responsible financial management or governmental budgeting experience.
  • At least two years of supervisory experience.
  • Professional certifications such as CGFM, CPFO, CPA
    , or similar governmental finance credentials are highly desirable.

Job Responsibilities

Incumbent is responsible for directing, managing, and overseeing the activities and operations of the Budget Division within the Financial Services Department; contributing to overall Financial Services Department management as a member of the department’s leadership team in the development and administration of budget policies, programs, and initiatives; coordinating assigned activities with other City departments and outside agencies; and providing highly responsible and complex administrative support to the Financial Services Director.

  • Exercises supervisory authority over assigned division to include: authorizes time‑off; approves payroll and hiring; coordinates staffing and operational activities; ensures that training and development is provided to staff; provides consistent accountability with disciplinary actions (as warranted), in addition to maintaining a healthy and safe work environment.
