Lead Recreation for an Entire Community
The City of Casper is seeking a collaborative, strategic, and innovative leader to serve as our next Recreation Manager
. This position provides executive-level leadership for one of the City's most diverse service areas, overseeing recreation programs, public facilities, museum operations, athletics, aquatics, and outdoor recreation opportunities that enhance the quality of life for residents and visitors.
As Recreation Manager, you will oversee the Recreation Division, including Fort Caspar Museum, Casper Recreation Center, Casper Ice Arena, Casper's aquatic facilities, Sports & Athletics, and Hogadon Basin Ski Area. You'll lead a talented team, manage complex operations and budgets, oversee capital improvement projects, cultivate community partnerships, and help shape the future of recreation in Casper.

Incumbent is responsible for overseeing the activities and operations relating to recreation initiatives.
REPORTING STRUCTURE:1.Exercises direct supervision over the Recreation Division, which includes Fort Caspar Museum, Casper Recreation Center, Casper Ice Arena, Casper pool/aquatics facilities, Sports and Athletics, and Hogadon and related special programs.2.Manages the organization, staffing, and operational activities of the Recreation Division, including Fort Caspar, Casper Recreation Center, Casper Ice Arena, Casper pool/aquatics facilities, Sports and Athletics, and Hogadon and related special programs.3.Participates in the development and implementation of goals, objectives, policies, and priorities for all subsections of the Recreation Division; identifies resource needs; recommends and implements policies and procedures; sets objectives and procedures for workgroup(s) within the division.4.Coordinates new construction and renovation projects; works with other City departments to oversee project budgets; negotiates professional services contracts; recommends and implements a capital improvement program for the Recreation Division.5.Oversees the operation and maintenance of recreation division facilities; monitors and approves programming, scheduling, and public use of division facilities; develops and administers rental and lease agreements with user groups.6.Prepares, recommends, and manages the division operational and capital budgets as related to identified cost recovery goals; identifies and implements new funding and revenue-generating opportunities, approves and controls procurements and operational expenditures in compliance with City purchasing policies and procedures.7.Develops and executes capital projects and programs which include formulating project plans and identifying necessary resources.8.Compiles, prepares, and presents operational reports, business plans, contracts for services, grant applications, and related documents for review by senior management.9.Ensures reports and agenda items are prepared for consideration by boards and advisory bodies, including the Parks and Recreation Advisory Board, Casper Historic Preservation Commission, Casper Recreation Leagues Association, and the Community Recreation Foundation.10.Stays abreast of new trends and innovations in the field of recreation and assesses community recreation needs.11.Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.12.Performs other duties of a similar nature or level.Knowledge (position requirements at entry):- Current trends and innovations in recreation and museum management.
