- Prepare competitive bids in collaboration with GM; progress toward independent bid preparation
- Build and maintain pricing databases, production rates, and historical cost data
- Help evaluate project feasibility and risk factors during the bidding and execution phase
- Field-based Project Execution & Management (40-50% of role)

- Proven track record managing or estimating utility infrastructure, transmission line access, Right-of-Way construction, or similar heavy civil earthwork projects
- Field estimating ability:
Demonstrated skill in assessing terrain, reading topography, and estimating earthwork volumes through site observation and field walks—ability to evaluate cut/fill requirements without detailed engineered drawings - Earthwork & grading expertise:
Deep understanding of cut/fill operations, compaction, material properties, production rates, and how terrain/soil conditions affect construction methods - Equipment knowledge:
Strong understanding of heavy equipment capabilities and limitations (excavators, dozers, loaders, scrapers, graders, compactors, haul trucks) and how to plan equipment deployment for maximum productivity - Estimating & bidding proficiency:
Experience building detailed cost estimates and competitive bids; comfortable with spreadsheet-based estimating, unit pricing, and quantity takeoffs - Experience with estimating software such as Agtek, HCSS Heavy Bid, or similar earthwork/civil platforms
- Strong project management skills: scheduling, budgeting, cost control, subcontractor coordination
