The Senior Stormwater Inspector position is responsible for conducting complex stormwater inspections and enforcement procedures through all construction phases of private development and public improvement projects, inspections and enforcement procedures on permanent stormwater quality control facilities, and annual inspections of municipal facilities in accordance with the Town's Phase II Municipal Separate Storm Sewer System (MS4) permit requirements. This position will respond to reports of illicit discharges.

This position is responsible for mentoring and training stormwater inspectors.

Essential Duties and Responsibilities:

  • Conducts highly complex, on-site Temporary Erosion and Sediment Control (TESC) inspections on residential and commercial land development projects, individual residential lot construction, capital improvement projects, and other related construction activities in accordance with the Town's Phase II MS4 permit requirements and TESC manual.
  • Coordinates with public works and building department staff to ensure milestone TESC duties are completed following approved levels of service and in cooperation with project acceptance schedules.
  • Attends pre-construction meetings, on-site progress meetings, and project acceptance meetings to communicate TESC requirements with developers and contractors through all phases of work.
  • Maintains current and accurate records of inspections using Town forms and record-keeping software. May provide data to the Stormwater Coordinator on inspection activities and enforcement actions.
  • Determines appropriate levels of violation and enforcement action based on Town regulations.
  • Provides timely and accurate issuance of all notices of non-compliance on construction sites using both verbal and written forms of communication. Makes recommendations to the Stormwater Compliance Supervisor on the issuance of stop-work orders.
  • Leads compliance inspections on new and existing stormwater infrastructure including, but not limited to, permanent water quality facilities, detention ponds, stormwater outfalls, and drainage way improvements to ensure compliance with the Town's Phase II MS4 permit and related criteria.
  • Provides mentoring, guidance, and training to stormwater inspectors on inspection methods, report writing procedures, and related tasks.
  • Adjusts to changing work conditions and unexpected assignments triggered by Illicit Discharge, Detection, and Elimination (IDDE) Ordinance complaints, as assigned.
  • Provides support and technical expertise to stormwater inspectors as needed; may serve on projects in their absence.
  • Proactively and independently manages additional assigned project(s) or program(s) that may include bids, RFQ/RFPs, contracts, invoicing, check requests, etc.
  • Assists with TESC plan reviews as needed.
  • Coordinates with the Stormwater Compliance Supervisor to assign inspections and reviews to stormwater inspectors.
  • Participates in public education and outreach presentations.
  • Supports the close-out process of TESC permits when projects are completed.
