Our Network Services team has an exciting opportunity for a Network Specialist - Outside Plant Construction
! In this role, you'll be responsible for coordinating, planning, and supervising outside plant field construction and splicing operations in multiple locations. You may be required to supervise consulting resources in the engineering and/or construction phase of the projects, and work with representatives from network operations, associate managers, consultants, design engineers and construction contractors to ensure that the needs of the company are being met.
You will be responsible for the implementation of fiber networks while conforming to existing TDS Outside Plant (OSP) guidelines and standards, staying current with National Electrical Safety Code (NESC), and ensuring compliance. Depending on the area you may assist in engineering of OSP projects, creating labor, material, and overhead project estimates.
As a Network Specialist - Outside Plant Construction you will oversee numerous construction projects, monitor costs and job progress, and maintain ongoing communication with governmental agencies to protect the TDS OSP network from road improvements, negotiate with municipalities or utility companies for purchase, lease or sale of inner ducts, fiber or complete fiber networks. The ideal candidate lives in Cedar City or Saint George, Utah, to be available for in‑market support and travel.
This position can be hired either at the Network Specialist - Outside Plant Construction ) or Network Specialist I - Outside Plant Construction ) level depending on the skills and qualifications. Review each posting and apply to the level for which you are qualified.
Responsibilities- Coordinate OSP projects and supervise consultants responsible for outside plant field construction and splicing operations across multiple locations and states.
- Provide technical support for special request projects such as major road moves or potential on‑net builds.
- Work with Finance to ensure proper accounting of facilities placed and with the legal department to mitigate asset transfer risk.
- Assist in the engineering phase of projects, creating labor, material, and overhead cost estimates.
- Audit OSP projects and coach consultants/contractors for accuracy and consistency, ensuring NESC and TDS OSP standard compliance.
- Review all field reports and contractor invoicing for accuracy, manage construction projects by reviewing quality of work, cleanup resolution, and maintenance of project documentation.
- Ensure compliance with Sarbanes‑Oxley and other regulations, conduct pre‑staking, pre‑bid and pre‑construction meetings, verify right‑of‑way, easements, permits, cable sizing and routing designs, and ensure all documentation (bid jobs, build orders, agreements, VMOPs, close‑out) is complete.
- Adapt quickly to new GIS‑based construction tracking methods, new construction methods and rapidly changing architecture types.
- Associate Degree (or higher) or 2+ years professional work experience.
- 2+ years of experience in Voice, Data, or Video networking.
- Experience in OSP Construction and/or Engineering (fiber, copper, or coax) or related Utility/Municipal Construction and/or Engineering, or Construction Project Management, Utility Installation Technician, General Trades.
- Fiber optic implementation experience.
- Excellent leadership, customer relations and communications skills.
- Self‑directed with ability to work independently.
- Experience with ESRI ArcGIS, AGOL, spatial analysis or other GIS.
- Proficient working in a digital environment.
- Understanding of Telecommunications industry and principals.
