Role Overview

The VP, Supply Chain will be a key member of the South Central Division leadership team, reporting to the Division President. The role has a dual mandate: run best-in-class transportation and equipment operations — interfacility movement, last-mile delivery, , and Equipment & Shops — while elevating Procurement into a strategic, value-creating function with ownership of vendor relationships, sourcing strategy, and total cost of ownership.

This leader will build the supply chain infrastructure, systems, and organizational capability needed to capture margin and move Procurement beyond transaction processing. The VP will establish S&OP, make rail and barge logistics a competitive advantage, and stand up category management that treats key spend as strategic assets.

Key Responsibilities
Supply Chain Strategy & Value Creation
  • Develop a multi-year transportation and equipment strategy aligned to Division growth priorities, including unlocking permitted quarry capacity through rail and barge optimization.
  • Design and implement a formal S&OP process that connects demand forecasting, production planning, transportation capacity, and financial targets into one clear operating cadence.
  • Identify and execute modal optimization opportunities across truck, rail, and barge, with emphasis on rail velocity, reduced car dwell times, improved load utilization, and multi-modal fluency across Gulf Coast and inland waterways.
  • Partner with Aggregates, Ready Mix, and HMA & Construction leaders to translate commercial growth ambitions into executable transportation and equipment plans.
Transportation & Equipment Operations
  • Interfacility transportation:
    Own strategy and execution for moving material between quarries, plants, and distribution points by rail, barge, and truck, including modal selection, freight cost, and asset utilization.
  • Last-mile delivery:
    Manage internal fleet delivery and third-party carriers to balance service, cost, capacity, and daily demand variability.
  • Coordinate with terminal operations leaders in Aggregates to align transportation plans with loading, unloading, and scheduling capacity.
  • Manage the Liquid Asphalt supply chain, including in-bound logistics, last mile delivery, and targeted inventory levels, in partnership with HMA and Liquid Asphalt leaders.
  • Oversee Equipment & Shops to ensure fleet availability, maintenance discipline, capital planning, and alignment with operating priorities.
  • Own strategic relationships with Class I railroads (CSX, BNSF, and Union Pacific), regional/shortline rail partners, Gulf Coast and Mississippi River inland waterway barge operators, and key third-party carriers; negotiate agreements that strengthen the Division’s long-term position.
  • Build rapid-mobilization playbooks for equipment, fleet, and portable-plant support so the Division can capture surge demand from mega projects (data centers, LNG, industrial) inside compressed 60–90 day windows.
  • Partner with Division and regional Safety leaders to embed safety standards into rail, barge, fleet, and equipment operations, and build weather-related business continuity plans for Gulf Coast rail, barge, and trucking networks.
Strategic Procurement & Sourcing
  • Strategic category management:
    Build category discipline for high-value indirect and equipment-related spend, including wear parts, tires, steel, and equipment components.
  • Vendor strategy and negotiation:
    Consolidate suppliers where it creates leverage and personally participate in the Division’s largest and most strategic vendor relationships.
