Site Safety Manager (Owner's Representative)
Job Description
The Site Safety Manager (Owner's Representative) will provide on-site safety oversight and advisory support for a large, multi-year power generation construction project in Marshalltown, Iowa. This field-based role focuses on risk identification, contractor compliance, and the effectiveness of safety programs across high-risk construction activities, including wind and heavy industrial work. The position serves as an independent safety advisor representing the Owner, influencing safe work execution, verifying compliance with regulatory and contractual requirements, and promoting Serious Injury and Fatality (SIF) prevention, without directing construction means and methods or managing contractor personnel.
Responsibilities
* Maintain a consistent field presence across all major construction activities, including civil work, turbine erection, crane operations, and electrical and commissioning activities.
* Verify that contractors execute approved safety plans such as Job Hazard Analyses (JHAs), lift plans, rescue plans, and other critical work procedures.
* Identify and communicate risks related to changing weather conditions, schedule changes, workforce turnover, and simultaneous operations, ensuring these risks are clearly understood and addressed by project stakeholders.
* Interface regularly with EPC contractors and subcontractor safety teams and field leadership to support a strong safety culture and collaborative risk management.
* Participate in safety meetings, pre-task planning sessions, and toolbox talks as an advisor, offering guidance on best practices and risk controls while maintaining Owner-representative boundaries.
* Promote timely correction of unsafe conditions and behaviors through coaching, feedback, and escalation when necessary, without assuming direct supervisory authority over contractor personnel.
* Monitor contractor compliance with OSHA 29 CFR 1926, applicable state regulations, and contractual safety requirements, ensuring alignment with Owner expectations.
* Conduct site audits and inspections focused on critical risks, including work at height, lifting operations, electrical and energized work, confined space entry, and weather exposure.
* Document audit and inspection findings, track corrective actions, and verify closure of identified issues to drive continuous improvement.
* Support the review of near-misses, incidents, and injuries by providing safety expertise and helping identify contributing factors and systemic issues.
* Participate in incident investigations with an emphasis on system improvement and SIF prevention, rather than individual blame.
* Assist with safety trend analysis by collecting and analyzing leading and lagging indicators and sharing lessons learned with project teams.
* Provide routine safety reports to project leadership summarizing observations, trends, leading indicators, and key risks.
* Review root cause analyses and corrective actions for effectiveness and provide feedback to ensure they address underlying causes.
* Track recurring risks and systemic safety issues and help develop strategies to mitigate or eliminate them.
* Attend coordination, planning, and safety meetings as the Owner's safety representative to ensure safety considerations are integrated into project decisions.
* Partner with construction, environmental, and quality teams to identify and address cross-functional risks that may impact safety performance.
* Support alignment of safety expectations and standards across the Owner, EPC, and contractor organizations to foster a unified safety approach.
Essential Skills
* 5-7+ years of construction safety experience in field-based roles.
* Experience supporting power generation, energy, heavy industrial, or large-scale construction projects.
* Strong knowledge of high-risk construction activities, including civil construction, turbine erection, crane operations, and electrical and commissioning activities.
* Hands-on experience with Job Hazard Analyses (JHAs) and Job Safety Analyses (JSAs), including development, review, and verification of implementation.
