Sr Software Engineering Manager, ACTT Datalinks; Onsite

• Manage daily activities and provide technical oversight of software engineers, project engineers, and support organizations to develop, integrate, and test embedded software in an Agile development environment for software‑defined radio architectures.
• Manage project scope, schedule, and budget using Earned Value Management System, including risk management and reporting.
• Oversee the development of engineering bids and proposals.
• Create and implement strategic workforce and staffing plans, including recruiting, hiring, performance and career development.
• Ensure compliance with Collins Aerospace development processes and standard work requirements.
• Collaborate across programs and engineering teams to identify efficiencies and share resources.
• Develop and nurture internal and external networks, building relationships with stakeholders including RCP Engineering, Value Stream Leadership, and government customers.

• U.S. citizenship and ability to obtain/maintain a DoD Secret security clearance.
• Experience leading cross‑functional technical teams in software development, integration, and test with FPGA and Crypto Module integration.
• Working knowledge of embedded software development, C/C++, and guidance of software development processes.
• Experience with cost accounting (EVMS), schedule management, and Agile methodologies.
• Software development experience with C, C++, or related languages on Red Hat Linux  or equivalent OS.
• Typically a STEM degree and at least 10 years of relevant experience, or an advanced degree with at least 7 years of experience.
• Preference for familiarity with software‑defined radio architectures, networking communications waveforms, bid narrative writing, earned value reporting, configuration management tools, ALM tools, SEER‑SEM estimation, and wireless technologies.
• Direct Agile involvement as Product Owner, Scrum Master, or Release Train Engineer, with proven success in sprint planning, backlog grooming, and cross‑team coordination.
• High‑level understanding of systems, cryptographic, FPGA engineering, hardware development, air combat and/or training concepts of operations.
• Broad management and leadership knowledge to lead project teams.
• Preferred: current or recent Secret (or above) security clearance.
