Salary Range:
- Minimum: $116,230
- Midpoint: $140,562
Develops, monitors, and presents Linn County’s annual operating and capital budgets, totaling approximately $157 million. Supports Finance Director in preparation of the Annual Comprehensive Financial Report (ACFR) and Annual Financial Report (AFR). Provides financial guidance to the Board of Supervisors and departments, supports long-range planning, and oversees capital project budgets. Ensures compliance with relevant laws, GASB standards, GFOA standards, and internal performance goals.
Supervises finance and budget staff and plays a central role in training, reporting, and department support related to budgetary operations.
- Assists in the development, analysis, and presentation of the County operating and capital budgets, including reports and public presentations.
- Assists in preparing work papers and financial schedules for the ACFR and AFR and in implementing new GASB standards.
- Assists the Treasurer’s department in the preparation of the Semi-Annual report.
- Creates the annual County budget book using Open Gov software, incorporating narratives, charts, tables, and financial data.
- Establishes budget calendar and guidelines; supports Board of Supervisors in setting budget goals, levy rates, and tax requirements.
- Monitors departmental budgets throughout the year; reviews accounting reports, identifies variances, and initiates corrective actions.
- Prepares and processes budget amendments (minimum two annually), ensuring public presentation and compliance with state requirements.
- Coordinates interfund and interdepartmental budget transfers, analyzing fund balances and financial needs before Board presentation.
- Provides training and technical support to departments on budget preparation, amendment procedures, and financial reporting tools.
- Assists in managing relationships with software vendors, coordinating system implementations, upgrades, support tickets, and issue resolution in partnership with the Finance Director and IT.
- Supervises finance and budget staff, reviews work for accuracy and compliance, and supports team development and efficiency.
- Performs other duties as assigned.
- Knows the products they personally produce and the customers of each product. Listens to the “Voice of the Customer” and closes gaps between customer expectations and experience whenever possible.
- Bachelor’s degree in accounting, finance, or related field required.
- Over four (4) years of experience in governmental accounting required.
- Active Certified Public Accountant (CPA) license is preferred.
- An equivalent combination of education and experience that demonstrates the required knowledge and skills for this position may be considered.
