About the role:

The Policy and Administration Deputy Director performs a variety of professional administrative, policy, and project management duties in support of the Board of Supervisors and the Director of Policy and Administration. Responsibilities include researching, developing, and drafting policies, ordinances, resolutions, proclamations, and other official documents; conducting policy research and analysis; supporting legislative affairs and strategic planning; administering contracts and projects; assisting with capital improvement planning;

and coordinating with local governments, governmental agencies, and community stakeholders.

Essential Functions
  • Researches, develops, and drafts policies, ordinances, resolutions, proclamations, and other special measures or actions for consideration by the Board of Supervisors; consults and coordinates with the County Attorney's Office Civil Division as appropriate.
  • Assists with drafting, implementing, interpreting, enforcing, and updating County policies and procedures and helps ensure County business is conducted in compliance with applicable codes and statutes.
  • Researches initiatives and provides analysis to the Director of Policy and Administration and prepares various reports, correspondence, grant documents and claims for reimbursement.
  • Assists in the preparation of information for the use of the Board of Supervisors in making programmatic or policy decisions.
  • Collaborates with the Director of Policy & Administration and/or Department Heads/County Elected Officials to make recommendations to the Board of Supervisors on matters of policy and/or administration.
  • Periodically briefs the Board of Supervisors on relevant issues requiring action.
  • In collaboration with the Director of Policy and Administration and the Board of Supervisors, participates in the creation or revision of the County's Strategic Plan and advances Board-adopted policy initiatives.
  • Prepares or assists with preparation of Board agenda materials including agendas, contracts, leases, service agreements, ordinances, resolutions, and proclamations.
  • Assists the Director of Policy and Administration with preparation of the County's legislative priorities, monitors state and federal legislation, communicates with lobbyists, and prepares supporting documentation.
  • Assists the Director of Policy and Administration with follow-up on Board actions and provides technical/audio-visual support at Board meetings.
  • Manages special projects at the direction of the Director of Policy and Administration.
  • Assists with preparation of the Capital Improvement Plan (CIP) and management of approved capital improvement projects.
  • Assists with Requests for Proposals/Qualifications, public bidding, and procurement of professional services.
  • Facilitates pre-bid meetings and administers agreements with consultants, contractors, and service providers while monitoring project budgets.
  • Assists with oversight of contracts, leases, agreements, and County property lease responsibilities.
  • Assists with land and building purchases and land sales.
  • Administers Board-approved grant programs.
  • Serves as a Linn County Public Information Officer.
  • Cooperates with the Communications Director to supply and update website content.
  • Cooperates with other County departments to ensure the Code of Ordinances is current.
  • Participates in Emergency Management training and drills and assists with ADA coordination.
  • Develops and maintains effective relationships with elected officials, local governments, external agencies, community organizations, and key stakeholders.
  • Serves as a liaison between the Board of Supervisors and departments, boards, commissions, agencies, and governmental partners as directed.
  • Monitors local government activities, attends community and stakeholder meetings, briefs the Board on emerging issues and community concerns, and supports state and federal legislative engagement.
  • Represents the Board of Supervisors on assigned local, regional, and state boards, commissions, committees, and intergovernmental organizations.
