The Senior Project Manager is responsible for all project administration including contractual requirements, agreements with trade partners, purchase orders, and risk management. This role also manages general work performance, quality, and overall team progress against the project plan.

Budget Updates

• Produce thorough forecast of Cost-to-Complete and identify potential exposures
• Coordinate the use of Oracle with Expedition to readily identify exposures
• Track costs of field directives and back charges for forecasting purposes
• Create detailed analysis of line-item exposures, particularly unit price contracts
• Follow the Forecasting Calendar for on-time completion of forecasts
• Teach the Standard Operating Procedures for budget updating to others

Change Order Management

• Fully utilize Expedition to track all Proposed Change Order (PCO) items including in-scope and out-of-scope
• Provide the Owner with up-to-date status reports relating to Changes
• Produce a monthly Owner Change Order (OCO) to prevent aging of PCO issues and enable timely closure with Subcontractors
• Recover legitimate GC costs relating to Owner Changes
• Track the status of all Contract Allowances in Expedition and submit Change Order Requests (COR) when an over-run is likely
• Track all field directives and back charges in Expedition for timely processing monthly

Project Close Out

• Establish an effective Close-out Plan early, including collection, review, and packaging of contract close-out documents
• Utilize the Noncompliance Reporting System
• Organize and manage completion of project phases using the Work List System
• Use the Completion-Compliance-Quality (CCQ) process for close-out
• Teach close-out processes to other employees

Owner/Sub Requisition Process

• Obtain Owner approvals for completed pay requisitions by the 1st of each month
• Produce an effective Schedule of Values
• Establish processes to collect payments within 30 days and ensure timely payments to Subcontractors
• Review Hold Reports before payment to address deficiencies and ensure timely payments

Cash Management

• Manage project cash flow to maintain financial discipline
• Produce an effective Schedule of Values to support cash flow
• Review Subcontractor SOVs to prevent over payment
• Review subcontractor/vendor requisitions to prevent payment on unsigned or unfunded Change Orders
• Update cash model for Owner to prevent surprises
• Produce an accurate percent complete projection to support financial management

Meeting Management

• Establish a meeting discipline for the project team with effective communication and problem-solving
• Follow SOPs for focused meetings (PM/PE, OACs, subcontractor meetings, coordination meetings, etc.)
• Manage meetings with clear agendas and time discipline

Contract Logs

• Maintain project logs (Cash Management, Change Management, Noncompliance, Buy-Schedule, Contracts, Procurement, Submittals, RFIs, Safety, Hold Reports, Construction Schedule, Work Lists) and review for accuracy
• Conduct monthly focus meetings to review logs and identify exposures

Subcontractor Relationships

• Establish a Firm but Fair approach with Subcontractors
• Promote organization and professionalism among Subcontractors
• Address performance issues promptly to protect project schedule

Exhibit B Purchasing Process

• Produce clear scopes of work based on document reviews
• Organize a thorough purchasing process to avoid Just-in-Time purchases
• Meet buy schedule priorities and allocate resources accordingly

Schedule Management

• Provide leadership to produce a clear baseline schedule
• Track impacts and changes to manage and prevent delays
• Lead the team on critical path matters to prevent non-excusable delays
• Manage Monthly Updating process and provide monthly updates to the Owner
• Take decisive action with subcontractors impacting the schedule
• Produce buy-out and procurement schedule and assist with monthly schedule narrative

Risk Management

• Complete buy-out to ensure timely flow of work and prevent budget issues
• Issue timely notices to Owner and Subcontractors
• Secure CCD authorizations before Changes
• Act quickly when non-performing subs threaten project impact
• Complete submittal and coordination process within 180 days
• Teach risk management methods to others on the project team

Owner Relationship

• Establish a trusting, professional relationship with the Owner
• Keep the Owner well informed to prevent surprises
• Work to secure a strong letter of recommendation from the Owner for SCCI

Quality Management

• Lead the use of the Quality Management Program on the project
• Involve the team in First Delivery and Quality Benchmark Inspections
• Use the Nonconformance Reporting System to address deficiencies
• Require mock-ups to establish quality expectations as defined in the program

Team Leadership

• Foster teamwork and organize a strong work ethic and standards for the team
