Hiring Range: $72,962 to $91,507 annually based on qualifications, education and experience.

Position Summary: Under general direction of the Executive Director, provides legal examination by researching, analyzing, and investigating legal matters and drafting legal documents/contracts. Responsible for managing all property and liability insurance and the District’s workers’ compensation program, including identifying, evaluating, controlling, and minimizing the District’s exposure to loss or damage. Compiles and analyzes data to develop and recommend policies and administrative regulations.

Management / Leadership
  • Provides leadership in monitoring progress and providing feedback to ensure accountability for performance across the organization in the areas of legal/risk exposure.
  • Supervises, mentors and leads personnel. Plans and leads the daily operations and staff of the assigned areas with a strong focus on delivering effective services. Hires, instructs, and assists assigned staff in performing their daily duties and ensures timely processing of routine functions. Assigns work, tasks and projects, and provides back‑up support as needed. Ensures compliance with applicable personnel guidelines and employment law.

    Performs annual performance reviews and recommends salary increases of assigned staff.
  • Demonstrates appropriate financial management relative to legal/risk area. Prepares, justifies, recommends and is administratively responsible for monitoring the assigned budget to be accountable to budget goals including interpreting and generating various financial reports. May prepare purchase orders, RFPs, journal transfers, and invoice requests. Audits outside counsel invoices to monitor total legal expenditures.
  • Performs long‑range planning for legal/risk areas.
  • Coordinates legal/risk services and activities with other District areas, vendors and providers.
  • Provides reports, studies and recommendations to justify needs of the legal/risk area and to support decision‑making.
  • Manages broad scope special legal/risk projects or initiatives of major concern or investment to the District.
  • Develops and maintains relationships with District employees, vendors, and providers.
  • Identifies, researches, and assists in the correction of legal/risk problems or issues.
  • Responds tactfully, respectfully and in a timely manner to inquiries and problems in person, through email, phone and mail by providing helpful information and explanations in‑line with District policies and procedures. Thoughtfully handles confrontational or stressful interactions.
  • Ensures property, liability, auto, and workers’ compensation insurances are in force. Works with property/liability insurer on appropriate levels of insurance coverage.
  • Oversees the District’s application for and use of Special Districts Association (SDA) safety grant funds.
  • Prepares insurance renewal application for the purpose of obtaining premium fees and updates on an ongoing basis. Negotiates with insurance companies, brokers, or agencies with respect to premiums, terms and conditions, renewals and modifications of insurance contracts.
  • Supervises the audit of insurance premiums, costs, and distribution of costs within the District.
  • Manages all liability, property, auto, and worker’s compensation insurance and claims, including claims reviews; investigations and recommendations; and negotiations of settlements. Determines coverage, responsibility, compensability, and subrogation rights for each claim. Communicates with employees, insurance adjusters, and legal counsel.
  • Identifies exposures and assesses liability through evaluation of claim loss statistics and trends. Provides each department with loss statements for workers’ compensation, general liability and auto losses.
  • Leads and coordinates all aspects of the District's Safety and Risk Management Programs and serves as the administrative advisor. Coordinates and monitors safety audits of District facilities.
