Position: Right-of-Way (ROW) Inspector

About the Role

We are seeking a detail-oriented and safety-focused Right-of-Way (ROW) Inspector to oversee and coordinate utility construction, maintenance, and infrastructure activities occurring within public rights-of-way. This position plays a critical role in ensuring utility work is completed in compliance with applicable regulations, construction standards, safety requirements, and permit conditions.

The successful candidate will inspect utility construction activities, coordinate with contractors and utility providers, monitor worksite safety, maintain project documentation, and support the protection and integrity of public infrastructure.

Pay: $25.00- $30.00 per hour DOE

Key Responsibilities
  • Oversee and coordinate utility pre-construction, construction, maintenance, and infrastructure projects occurring within public rights-of-way.
  • Inspect and evaluate right-of-way work to ensure compliance with city standards, specifications, permits, and regulations.
  • Monitor utility contractors and project activities for quality, safety, and regulatory compliance.
  • Schedule and attend pre-construction meetings with contractors, utility representatives, and stakeholders.
  • Maintain project records, inspection reports, permit information, and status updates within a Computerized Maintenance Management System (CMMS).
  • Respond to utility emergencies and situations impacting public rights-of-way and coordinate appropriate response efforts.
  • Ensure compliance with OSHA regulations, MUTCD standards, and established safety policies.
  • Conduct field inspections and document construction progress, deficiencies, and corrective actions.
  • Review construction plans, specifications, and project documentation.
  • Communicate effectively with contractors, utility companies, city staff, and members of the public.
  • Assist in the development and improvement of policies, procedures, and operational standards.
  • Perform vehicle inspections, equipment checks, and routine maintenance activities.
  • Prepare reports, correspondence, and project documentation as required.
  • Perform other related duties as assigned.
Required Qualifications
  • High School Diploma or GED.
  • Minimum of 2 years of experience working with public and/or private utilities.
  • Working knowledge of public-sector right-of-way regulations and construction plans.
  • Proficiency with Microsoft Office applications, including:
    • Word
    • Excel
    • Power Point
    • Outlook
  • Ability to document project activities and updates within a Computerized Maintenance Management System (CMMS).
  • Understanding of right-of-way regulations, construction materials, and project specifications.
  • Strong verbal and written communication skills.
  • Strong interpersonal and relationship-building skills.
  • Valid Colorado Driver's License.
  • Ability to safely operate a company vehicle as part of daily job responsibilities.
Preferred Qualifications
  • Associate's Degree in Civil Engineering, Construction Management, Engineering Technology, or a related field.
  • Additional experience working with public and private utility infrastructure projects.
  • Experience using CMMS platforms such as Cityworks or similar systems.
  • Experience inspecting utility construction or public infrastructure projects.
  • Familiarity with MUTCD requirements and utility permitting processes.
Physical Requirements
  • Ability to perform field inspections in varying weather and site conditions.
  • Frequent walking, standing, climbing, and navigating construction sites.
  • Ability to safely operate a vehicle throughout the workday.
  • Ability to work around active construction zones and utility infrastructure.
