The Colorado Department of Personnel & Administration, Division of Human Resources (DHR) provides decentralized human resources for the State of Colorado. DHR is responsible for the oversight and coordination of all state agency human resources functions, including compensation, benefits, recruitment and selection, the employee assistance program (CSEAP), learning and development, equity, and labor relations.

This position leads the statewide Labor Relations Unit within DPA and provides leadership, governance, and management of the labor-management relationship across the State. The position provides direction to program staff as well as human resources, management and supervisors across the State in labor relations including the negotiation, implementation, and monitoring of Partnership Agreements (collective bargaining agreements).

As the Labor Relations Director, the position is responsible for the daily operations associated with working with a diverse and dynamic user group responsible for the administration of partnership agreements (collective bargaining agreements) with agencies, Institutions of Higher Education, and the State's certified employee organization, Colorado WINS.
