Job Overview & Responsibilities
United Launch Alliance seeks a Subcontract Management Specialist (SCM-3) to support the Vandenberg Launch Operations team. The SCM-3 engages as a member of a multi‑function team responsible for overseeing subcontractors and related services. This individual directs and manages all cost, schedule and technical performance requirements levied on the subcontractor and ensures performance and support of contract milestones.
- Analyze prospective procurements to develop strategies which will secure the best value for ULA for GSE hardware and onsite services/construction.
- Assist in development of subcontract specifications, work statements, terms and conditions and other technical requirements documents.
- Prepare requests for quotes (RFQ) and proposals (RFP) packages, conduct bidders’ conferences, analyze and evaluate supplier proposals, negotiate subcontract provisions, select subcontract source, create subcontract documents and administer resulting subcontracts.
- Develop advanced price analysis, proposal evaluation and negotiation skills aimed at reducing total cost of ownership for ULA for GSE hardware and onsite services/construction.
- Negotiate and coordinate additions, deletions or modifications to subcontracts.
- Participate with Supply Chain Governance to ensure compliance with ULA Supply Chain Command Media, Federal Acquisition Regulations (FAR) and standard ULA business processes.
- Make decisions affecting the performance of the subcontractor; establish milestone objectives and manage performance to committed schedules and contractual specifications.
- Identify and resolve supply chain constraints, working with internal stakeholders and suppliers to develop executable, cost‑effective solutions.
- Brief ULA executive management and customers regarding subcontract status and issues affecting subcontract performance or cost.
- Measure, analyze and report key process metrics.
- As a member of the high‑performing Vandenberg Launch Operations Team, successful execution of responsibilities will require collaborative teamwork, clear communication of hardware/tooling/onsite service requirements and expectations to suppliers to ensure optimal value for ULA, and effective communication of outcomes to internal and external customers.
- These responsibilities also include about 50% travel and support for Vandenberg working hours.
Bachelor’s degree from an accredited college or university.
Required Years of ExperienceMinimum of 4 years of related work experience.
Basic Qualifications- Bachelor’s degree from an accredited college or university.
- Experience in Supply Chain, Procurement or business experience with purchasing policies and procedures.
- Background in Supply Chain processes such as planning, purchasing, inventory management, and/or warehouse operations.
- Demonstrated proficiency in Enterprise Resource Planning Systems (SAP preferred).
- Experience in developing and applying basic professional analytical techniques to develop problem‑solving tactics.
- Experience following standard business procedures and general business knowledge/acumen.
- Excellent written and verbal communication skills.
- Proficiency with Microsoft Office Suite.
- Ability to travel about 50% and support Vandenberg working hours.
- Proactive, independent worker with demonstrated capacity to work in a team environment.
- Impeccable attention to detail, passion for driving change and ability to look at the big picture.
