Job Description
The Early Learning Programs (ELP) Partnership Coach is responsible for working collaboratively with Child cares and Early Childhood Education & Assistance Program (ECEAP) Direct Service and Partner sites to deliver high-quality early learning to eligible children and families, providing comprehensive services for improved economic, educational, and health outcomes. This position provides onsite instructional support, family support & engagement, mentoring, training, and coaching to enhance the quality of early care and education programs.
This role works collaboratively with the Support Services Manager for recruiting, selecting, and enrolling children and their families who are eligible for ECEAP. This position offers professional guidance and support to ensure sites and staff meet ECEAP performance standards, Department of Children, Youth and Families (DCYF) licensing WACs, and contract requirements.
- Respect and support the unique culture, practices, priorities, and operational procedures of each site while maintaining professional collaboration and partnership. Communicate respectfully and effectively, ensuring site‑specific avenues are followed, and address the concerns and issues of children from diverse backgrounds and those with special needs.
- Model professional, respectful, and effective communication practices with families, staff, teachers, and community partners. Attend required training and job specific professional development opportunities with an ongoing commitment to continuous learning and translating training into practice.
- Ensure collected information is used to increase parent engagement, incorporate child and family culture, and inform individualized classroom instruction.
- Support identification and prioritization of needed materials and equipment. Support classrooms in resourcing materials through appropriate site‑specific avenues that may include partner administration, and with support from the appropriate ELP Manager.
- Provide coaching and professional support to staff through observation, reflective practice, modeling, feedback, training, and collaborative goal setting. Provide one‑on‑one and small group mentoring to assistant lead teachers, assistant teachers, co‑teachers, and site family navigators as required, to help strengthen child development practices and assure quality programs.
- Identify and support students with complex needs including observations, resources, one on one training and modeling and additional assistance as needed.
- Receive and implement constructive feedback from assigned Manager and Program Director, and follow protocol for problem solving, utilizing direct communication and confidentiality.
- Assure that required site documents are complete, accurate, and confidentially maintained, including regular and on‑going documentation of teacher quality improvement plans in required databases, and files are appropriately organized per site and program expectations.
- Provide flexibility in scheduling to meet program requirements

Attend staff training and meetings, and parent advisory and parent/guardian meetings as requested. - Actively participate in the development and implementation of Expansion Plan Expectations. Assist in expansion efforts by compiling data, encouraging partnerships in the community and assisting in the development of reports to support expansion.
- Assist with program entry activities including conducting family orientations, child screenings, and family conferences in collaboration with classroom teachers and the assigned Manager.
- Perform other duties, as assigned.
- Demonstrate knowledge of child development and developmentally appropriate practices in early learning classrooms and distinguish between high quality and low‑quality teacher skills and instruction without bias.
- Possess a strong understanding of the ECEAP Performance Standards, Washington State Early Learning and Development Guidelines, Early Achievers, and related performance measures.
