Snelson is seeking a motivated and experienced Sr. Field Safety Supervisor / OQ Evaluator to support utility and pipeline operations. This position is responsible for supporting project safety initiatives, conducting field inspections and audits, ensuring Operator Qualification (OQ) compliance, and reinforcing company and client safety expectations across active job sites. The ideal candidate will possess strong field experience, working knowledge of DOT and OSHA regulations, and the ability to build relationships with operations personnel while maintaining a strong safety presence in the field.
Primary Responsibilities- Coordinate safety activities as directed by the Safety Manager.
- Conduct daily project site inspections and field audits.
- Assist with incident investigations, root cause analysis (RCA), and corrective action implementation.
- Analyze incident reports and identify trends or opportunities for improvement.
- Maintain authority to identify and correct unsafe conditions or behaviors.
- Exercise stop work authority when unsafe acts or hazardous conditions are identified.
- Assist with supervisory safety inspections and ensure compliance with company policies, client requirements, and governmental safety regulations.
- Participate in and lead Job Safety Analysis (JSA) reviews and pre-task planning meetings.
- Conduct behavioral safety observations and reinforce safe work practices in the field.
- Train and coach employees on company safety procedures and regulatory requirements, including:
- Hazard Communication
- Confined Space
- Hot Work
- PPE Requirements
- Emergency Response Procedures
- Support safety stand-downs, client audits, and project safety initiatives.
- Ensure subcontractors comply with company and client safety expectations.
- Distribute and explain Safety Data Sheets (SDS), PPE requirements, and site-specific safety procedures
- Conduct performance evaluations in accordance with Veriforce, NCCER, ISNetworld, and other approved OQ platforms.
- Validate personnel performing covered tasks are properly qualified and authorized.
- Administer knowledge-based and hands‑on practical OQ evaluations.
- Document and maintain qualification records, certifications, and expiration tracking.
- Submit and manage qualification documentation through approved client and contractor platforms.
- Coordinate with project managers and superintendents to schedule evaluations and maintain workforce compliance.
- Stay current on client‑specific OQ requirements and applicable regulatory standards, including DOT 49 CFR Part 192 and 195.
- Perform additional duties as assigned.
- Minimum 5 years of industry‑related HSE experience preferred (gas utilities, pipeline construction, utility construction)
- Bachelor’s degree in business, Engineering, Occupational Health & Safety, Environmental Science, or related discipline preferred.
- OSHA 10 certification required.
- OSHA 30 certification preferred.
- Working knowledge of Federal, State, and local safety regulations, including OSHA and Cal/OSHA requirements.
- Understanding of DOT Operator Qualification requirements and compliance programs preferred.
