Anticipated Staff Accountant

Qualifications:

  • A bachelor's degree in accounting or a related field of study is required.
  • Accounting experience is required.
  • Advanced skills in Microsoft Excel and Word are required.
  • Knowledge of Fund Accounting and Single Audit Procedures is preferred.
  • CPA License is preferred.
  • Experience using CSIU Financial Information System (FIS) fund accounting software is preferred.

Essential Responsibilities:

  • Ability to read and comprehend instructions, correspondence, memos, and workplace policies. Ability to analyze and interpret general business periodicals, professional journals, procedures, and governmental regulations. Ability to analyze and interpret financial reports. Ability to write professional correspondence and business reports. Ability to speak effectively, present formal information, and respond to questions/complaints. Mathematical abilities, including applying concepts such as fractions, percentages, ratios, etc.

    Ability to apply financial concepts such as budgeting, projections, reconciliations, profit and loss statements, balance sheets, cash flow statements, trial balances, etc. Problem-solving, organizational agility, and multi-tasking are a must. Performance and ability to meet deadlines and firm time constraints. Ability to maintain confidentiality.

Responsibilities:

  • Assist the Business Manager in overseeing the business office operation and assume the general accounting functions of the Schuylkill Intermediate Unit (IU29) and Schuylkill Technology Center (STC) according to the Pennsylvania Public School Accounting Code and Generally Accepting Accounting Principles (GAAP).
  • Continuously project and monitor all IU29 and STC expenditures and revenues and alert the Business Manager of any potential financial shortfall, well in advance of a shortfall actually occurring, so that appropriate measures may be implemented.
  • Develop, maintain, and supervise IU29 and STC financial records. Interpret and implement accounting procedures to ensure the proper management of the IU29 and STC budgets so that they are in conformance with the Pennsylvania School Code, Pennsylvania School Accounting System, Pennsylvania Department of Education guidelines, IU Board Policy, and regulations and guidelines of other funding agencies.
  • Assist the Business Manager in short range and long range financial planning of the IU29 and STC programs. Advise program directors and others, who assist in the budget building process, of their roles in short range and long range financial planning.
  • Assist the Business Manager to train and supervise the Business Office staff and other personnel as assigned.
  • Assist the Business Manager in overseeing the operation of the Financial Aid Office (if applicable).
  • Maintain open lines of communication with various state agency personnel (i.e., Pennsylvania Department of Education, Comptroller's Office, Department of the Auditor General, etc.)
  • Consult with the Business Manager in the preparation of IU29 and STC budgets, purchasing procedures, fixed asset and inventory accounting.
  • Assist the Business Manager in preparing information pertaining to the negotiation process with teachers' associations and support staff association and in discussions with representatives of the Act 93 and Compensation Plan Support Staff groups.
  • Prepare for, participate in, and respond to all matters with local, state, and federal auditors before, during, and after audits relating to the IU29 and STC programs.
  • Prepare audit work papers, financial statements in accordance with GASB 34 and GASB 45, fixed asset schedules, and Management's Discussion and Analysis for IU29, STC, and Schuylkill County School Employees Health & Welfare Trust.
  • Assist the Business Manager in overseeing daily operation of IU29 and STC program business affairs.
  • Oversee IU29 and STC program payroll functions. Reviewing quarterly reports and end-of-year reports. Oversee procedures for the payment of payroll deductions and reconcile payroll liabilities/expenses.
  • Oversee IU29 and STC food service program fund accounting functions. Review and reconcile general ledger, revenue, expenditure reports, and all bills for payment prior to data entry process to insure proper fund accounts are being used.
  • Oversee and perform the proper recording of transactions in the financial information system (FIS).
  • Assure that records are consistent with local, state, and federal auditing requirements.
  • Assist in the preparation of all IU29 and STC budgets.
  • Assure accurate and timely submission of all quarterly and final grant expenditure reports.
  • Assure accurate and timely submission of IU29 and STC annual financial reports (AFR) as required by GASB 34.
  • Prepare supporting worksheets and schedules for IU29 and STC funds.
  • Meet with IU29 and STC program directors, PDE personnel and others, as necessary, to discuss grants and budget submissions and oversee submission of budgets to appropriate grant agencies.
