Job Description

The Head of Regulatory Affairs leads the enterprise-wide regulatory affairs function, serving as the central authority on regulatory risk, market conduct, examinations, investigations, regulatory intelligence, and rate, form, and product filing strategy. The role ensures consistent engagement and messaging across regulators, policymakers, and government stakeholders while providing executive leadership with a clear and comprehensive view of the organization’s regulatory posture.

Reporting to the SVP, Government & Industry Relations, the Head of Regulatory Affairs establishes enterprise regulatory governance, oversees examinations, filings, and regulatory matters, leads market conduct and remediation strategies, and develops predictive intelligence capabilities to identify emerging risks, anticipate regulatory trends, and mitigate potential business impacts before they escape into enforcement actions or material issues.

Key Responsibilities

Reporting

  • Establish and lead the enterprise regulatory affairs strategy, governance framework, and operating model, ensuring proactive engagement with regulators and alignment across business functions.
  • Serve as the enterprise's primary liaison for significant regulatory and legislative matters, providing strategic counsel to senior leadership and coordinating responses to complex issues.
  • Oversee the enterprise-wide management of regulatory examinations, inquiries, investigations, subpoenas, civil investigative demands (CIDs), attorney general investigations, and legislative or congressional inquiries, ensuring consistent, timely, and effective engagement.
  • Lead market conduct strategy, corrective action planning, and remediation programs, driving sustainable solutions that address root causes and strengthen regulatory outcomes.
  • Coordinate enterprise regulatory and legislative positioning, ensuring consistent messaging, advocacy priorities, and stakeholder engagement across the organization.
  • Oversee enterprise rate, form, and product filing strategy and governance, ensuring timely approvals, consistent regulatory positioning, and alignment between business objectives, regulatory requirements, and markets conduct expectations. Partner with Product, Pricing, Legal, and Compliance teams to proactively identify and address filing risks, objections, and emerging regulatory concerns.

Intelligence

  • Build and lead a proactive regulatory intelligence function.
  • Forecast emerging regulatory priorities and assess impacts on products, operations, and business strategy.
  • Develop and maintains a comprehensive regulatory risk dashboard that tracks complaint ratios by state, line of business, and product against industry benchmarks (NAIC complaint database), along with examination findings, MCAS trends, legislative activity heat maps, and aging of open regulatory inquiries.
  • Lead a quarterly Regulatory Insights Review with business leaders across Underwriting, Claims, and Product, providing an early-warning perspective on emerging regulatory concerns and issues gaining regulatory attention before they evolve into formal actions.
  • Oversee enterprise regulatory horizon-scanning capability to identify and assess emerging risks, including NAIC model law adoption, evolving state regulatory priorities, and developing legislative trends such as AI governance, climate and wildfire underwriting scrutiny, and restrictions on the use of credit in insurance.
  • Provide executive leadership with clear visibility into regulatory risks, trends, and emerging issues.
  • Drive root-cause analysis across closed examinations, investigations, and complaint matters, creating transparency into recurring themes and systemic drivers of regulatory risk (e.g., identifying concentrations of complaints tied to a specific claims process or operational workflow).
