Position Overview
  • The Illinois Department of Children and Family Services is seeking an organized, professional, and results‑oriented individual to serve as Residential Monitor Floater. This position will provide experienced professional child welfare services involving IGH/ILO/TLP programs for children and youth with special needs and youth transitioning to adulthood.
  • The position reviews and evaluates programs to ensure they meet the individual needs of children and assesses the overall quality of all IGH/ILO/TLP providers through data and observation.
  • As a floater throughout the region, the position monitors IGH/ILO/TLP programs to ensure compliance with the DCFS contract, program plan, and residential performance standards, including clinical capacity, admission requirements, and overall performance.

Essential Functions
  • Serves as Residential Monitor Floater.
  • Monitors and assesses therapeutic residential programs, including ILO/TLP programs, to ensure compliance with the DCFS contract and overall performance standards.
  • Reviews management reports regarding therapeutic residential treatment programs and ILO and TLP providers.
  • Synthesizes data from all sources into a comprehensive assessment of each agency’s outcomes.
  • Prepares and maintains documentation for evaluating therapeutic residential treatment providers (including ILO and TLP providers).
  • Performs other duties as reasonably within the scope of these functions.
Minimum Qualifications
  • Requires a master’s degree in social work, psychology, counseling, education, special education, or a related human service area.
  • Requires five years of progressively responsible professional experience in a human services area, including two years of independent interaction and negotiation with other systems of services (mental health, developmental disabilities, substance abuse, specialized medical, special education) in a clinical setting to ensure that children with special needs gain…
